IEEE-USA has teamed up with SIA, drafting a letter to Congress calling for a substantial increase in green cards to foreign workers. They letter does not call for any reforms or reductions in H-1b, so this is clearly a net loss for American tech workers.
Currently employers must demonstrate that no qualified Americans are available before they can sponsor a foreign worker for a green card. IEEE-USA is asking Congress to remove this requirement, and instead make the green card an entitlement to foreign engineering and tech students upon graduation.
The Programmers Guild will send a rebuttal letter on October 15th. If you agree with the Programmers Guild that Americans should have some preference for American jobs, please review and sign the letter here:
