After the Supreme Court blocked executions nationwide in 1972, Florida was the 1st to draft a new state law. It was declared constitutional in 1976. The following year, Gov. Reubin Askew signed Spenkelink's 1st black-bordered death warrant, but hi s execution was stayed by courts. Twenty months later, Graham would sign the warrant that ended Spenkelink's life. Demonstrators protested outside the governor's mansion, then filled the lobby of Graham's office the next day. [I was one of those demonstrators outside the mansion. CG]
