I don't know who edits the headlines at Yahoo, but they certainly get to the heart of the matter:

"To achieve that goal, the Congressional Budget Office says, Congress would need to provide at least $5.8 billion, $800 million more than the current level of spending. The bill Democrats sent to Mr. Bush would have increased spending by $35 billion, bringing the total to $60 billion over five years, and would have added another four million children to the rolls."
Not much here to say. I live in a low-population Red State, and I'm on the board of a clinic that, every year, has a shortfall in what services cost vs. what insurance covers.
Never mind that like many 'flyover' states, many citizens don't even have insurance to begin with. But the CHIP program is incredibly popular and popu-list here; nobody wants it to go away or get reduced...except for the C-I-C.
Only 13 more months, God help us all.
