Potrero vs. Blackwater USA

Sat Mar 17, 2007 at 10:11:42 AM PDT

I doubt most have heard of Potrero, to be honest, I hadn't either until recently, and it's only about twenty miles away from me. It's a small, rural community east of San Diego. You can see what it looks like from space here. It's not exactly an urban metropolis, the population is only 978, and about a quarter of those people live below the poverty level. Just another tiny rural community in Southern California, it could be anywhere in America really, but it's not. In fact, fate has placed Potrero in a terrible place.

Not that the mountains of southern California are a bad place, not at all. It's a beautiful location, not too far from there are where some of my fondest childhood memories happened. No, it's that Potrero is located where Blackwater USA wants to build Blackwater West, their West Coast "training" facility. So, what does Blackwater do? Do they go to the people of this town and talk to them about it, or do they find themselves a nice, slimy, corrupt Congressman to help grease the wheels, and get the county's board behind it, even getting them to promise ramrodding the environmental review? Considering the county has promised to push through that environmental review in 20 to 22 months, instead of the normal 45 months, it's pretty obvious. The county had approved the plan even before any town meetings were held.

It's not as if Blackwater even attempted to approach this honestly. From the San Diego Reader, Don Bauder writes:

Last July, Blackwater hired as a lobbyist Nikki Clay, a longtime cheerleader for corporate welfare (Chargers, Padres) and former president of the San Diego Regional Chamber of Commerce. Blackwater brought on the developer-friendly environmental firm of Mooney, Jones & Stokes, along with other companies to make up their project team. The team quickly snuggled up to the County, which was not playing hard to get.

Don is one of the only people in the media to look into this deal, the local big paper here in San Diego, the Tribune, hasn't covered it at all.

For a little more on the facility:

Blackwater wants to build an 824-acre training facility three miles north of Potrero. It will have 15 shooting ranges, an armory for storing ammunition, a course on which moving vehicles will be strafed with paintballs, a helicopter pad, several buildings, and other military accoutrements. But Potrero's oft-stated community goal is to "maintain the existing rural lifestyle by continuing the existing pattern of residential and agricultural uses on large 40-acre lots" alongside "generally undeveloped meadows, open spaces, and hillsides."

Does that sound like something that belongs half in the Cleveland National Forest, and half in an agricultural preserve to you? Granted, the half in the national forest is on privately owned land, but the land is still in the forest. The citizens of Potrero certainly don't want it, they shitcanned a proposed offroad park previously, and that wouldn't have been even half the headache a mercenary camp will be.

Oh yeah, the Congressman mentioned earlier, it seems Blackwater got none other than Presidential candidate Duncan Hunter to help them out in their efforts. Surprise surprise, the guy who never met a defense contractor whose ass he didn't want to lick. Something tells me there's a lot of bribery going on. As a further example of the corruption going on, I give you this:

The Potrero public didn't hear about the project until October 12. But before that, technical studies were "well underway," according to records on file with the County. Clay said she was communicating regularly with the supervisor's office and the office of military powerhouse Congressman Duncan Hunter, even though Potrero is not in his district. Potrero's supervisor is Dianne Jacob. The Blackwater project team proudly noted that although Jacob "has historically required secondary access," in this case "she will be in favor of only requiring primary access." After the 2003 fires, Jacob emphasized that some fire personnel couldn't get to some homes because there was no secondary road access. (Wallar says a supervisor would not make such a decision, although the board of supervisors will ultimately decide on the overall project.) On October 3, a bureaucrat and Blackwater team member visited the site to do a formal wetlands delineation. Groundwater details were worked out with two departments.

This whole thing is fucked, and it's Republicans doing the fucking, as usual. The people of Potrero are being fucked, the environment is being fucked, they've even managed to find a way to fuck firefighters, and they've managed to do it under the radar to this point. But hopefully that will change. On March 25th, those in the San Diego area who would like to confront a Blackwater rep will have their opportunity to do so. The East County Democratic Club will be showing "Iraq For Sale" at the Rancho San Diego Library. After the film, a representative from Blackwater USA will be there to take questions. Won't that be fun? Included below is the address, phone number, even how to find it on a Thomas Brothers map. I encourage all who are able to attend.

Update: Just thought I'd mention that this is in the 51st Congressional District, whose representative is Bob Filner, a Democrat. Would be good to see where he stands on this one.

I don't know if I did the story justice, but the word needs to get out about what's going on. I don't know if there's anything that can be done about it, but this shit can't go unanswered. Fucking mercenaries.

like Blackwater, has got to become a major issue for Congress, and soon.

especially if someone were to privatize the border-patrol functions of Homeland Security's ICE. I wonder if they will be training to guard large numbers of detainees?

More likely, the location has to do with all the military in the area. Camp Pendleton, MCAS Miramar, Coronado Island has tons of Navy, including SEAL training, Point Loma. Can't throw a rock without hitting a military facility or a contractor around here.

I'm wondering why? Does  Blackwater need cash? Are they expanding? Are they trying to get some public "buy-in"? Or some public skin in future litigation? Interestink.

Less OT, this area is so chock full of military training sites from Mohave to Oceanside, I'm not sure there will be a public concern. Culturally, I have never been so exposed to a military presence. I find it odd and uncomfortable.

I go camping at dry lake that used to be a bombing range. It's quite beautiful still. I wonder what the environmental impact assessment says. What kinds of ammunition will be present and chemicals? How many people? How many and what kinds of machinery? Taxes?

Personally, we barely have any control over the military and imo privatizing military functions is dangerous, immoral, and uncivilized. Thanks and as I'm local I'll look out for articles. Good luck.

Between a military presence and a mercenary presence. Also, considering Potrero doesn't want it, yet they're having it forced on them, and it's not a military installation, or even a federal or state controlled one, it's a private firm, using big money to push something bad for the community through.

As for the impact, not sure what it'll be, they'll be building a lot, and they'll have to clear out a lot of the chapparal. I do know there'll be over 300 employees, and unless they plan on commuting from Alpine or something, they'll need housing. Potrero certainly can't support that kind of influx, it's about a third of their population.

A city like Potrero should be wary of contracts with mercenaries since the laws may be incomplete, not up-to-date, or secretive. Blackwater may even have preemptive immunity to local laws.  This could be an opportunity to cast light on the open issues, legal and moral, with which the public should be involved. Perhaps the Governor should be on record as to the locality and what is in the law to prohibit use of Blackwater services within the region.

Potrero has mostly been kept out of it, the county and Blackwater, contrary to standard procedure, had proceeded with things before letting the city know. Only after the county and Blackwater had come to an arrangement did they hold any town meetings. There's a petition in Potrero, stating their objection to it, and out of the 435 registered voters, more than half have signed the petition.

bases set up, next they need northeast and northwest. They are going to have air transport for troops, I know for a fact they have arsenals of automatic weapons like you would not believe, vast quantities of ammunition stockpiled, body armor, the whole nine yards. those contractors do what they are told. Who is going to hold oversight hearings about Blackwater when their billions can bribe people in Congress? At what point will the government issue a contract to support "Homeland Security" that involves major troop deployments from these Blackwater facilities, to engage in military operations INSIDE THE U.S.? Those are the guys who will be on the streets after the next "terra" attack.  Well, New Orleans was a warm-up for Blackwater deployment inside the US. What damage have they suffered from that? This is nuts. Batshit crazy. There is a huge Naval Base in San Diego, SEALs, offshore islands for training, whatever. There is no need for this. This is about a private army being set up that is EXPLICITLY right wing, Republican.

Spoon or no spoon, you still have to fight Agent Smith.

  •  Blackwater story (0+ / 0-)

CBC did an interesting story on Blackwater last week that can be found here.  I had no idea Blackwater had such a huge presence in Iraq or that they recruited so globally.  We should be very concerned.

  •  Read Blackwater by Jeremy Scahill (0+ / 0-)

Our group is working to keep Blackwater North out of Illinois--- they seep in and they take over. I guess you could say it is their tactic. Their first attempts to locate their headquarters in North Carolina were defeated at the zoning level. So they just went over into the next county where they now have their huge training facility.

Read Scahill's book--very frightening--this is just a large part of a grand neo-conservative and religious right wing plan. They are at war whether we think so or not--
