I thought I knew the deep reason Bush appointed a horse judge to the head of FEMA. Bush needs to believe that no-talent folks can do big jobs to believe he can be president. Put another way, if it took someone talented to run FEMA, wouldn't take some one mega-talanted to be president? It seems I was wrong. AP is out with a story on the DHS internal evaluation. Here's the thing that caught my eye:
