Swopa at Needlenose has it right. Rove uses outrageous comments like this to anger the always-disorganized-Democrats and to control the terms of national discussions.
It's the "when did you stop beating your wife?" ploy.
Swopa says, "The trick is to fight back in a way that moves the battle to the Democratic agenda. . . . The reason that Rove loves to create polarizing food fights is that he thinks Democrats are too disorganized to fight back in a disciplined, coherent way. It's time to prove him wrong."

Swopa has a great idea:

"Three years after losing focus on the real enemy and leading us into a mismanaged war in Iraq, the president has given up looking for ways to win and is now just looking for someone to blame."
Swopa is smart. This is easy, effective (I already tried it out and it works - wingnuts start stammering) and true.
