Could it be...
the caution, perhaps, of a man who has seen public opinion -- as in the most recent Washington Post poll -- souring on many of his policies, even as his job approval rides high.
Or could it be that Kerry's win was such a shock that Rove and Co didn't have the opportunity to reprogram the puppet? After all, as odd as it was expressed, the anti-war Iowa vote was not good news to Junior.
