Scott McClellan isn't attacking the Bush Administration; he’s defending it.
His message (and the Bush Administration's message) is this was nothing more than politics as usual.
Maybe their "permanent campaign" approach was a little unusual, but there is no excuse for the media’s failure to criticize it. If anyone is to blame it’s the media; not the Administration.

The Congress, the media, and much of America is willing to accept any explanation that doesn't require them to think and feel and face the truth. They're all afraid they are responsible for what has happened.
The Bush Administration is responsible.
By lying to the Congress, the media and America they made themselves responsible. By failing to tell the truth to the Congress, the media and America they made themselves responsible.
Others, fooled by the Bush Administration's lies, may have lessons to learn; those who are taking Scott McClellan's words today, at face value, may have lessons to learn. But that's not the same.
The responsibility for actions taken (and actions not taken) is theirs.
"Politics as usual" is a good obituary for this Administration and the Republican Party that facilitated their rise to (and abuse of) power.
The Democratic Party, with the help of the media, America and the world have some cleaning up to do, some wounds to heal, some losses to mourn, some changing to do, and a hopeful future ahead.
Goodbye, "politics as usual".
Goodbye, lies. Goodbye, excuses. Goodbye, justifications.
Goodbye, politicians and their surrogates who don't take responsibility for themselves.
