It is not my job to enforce or educate anyone on here--I'm well aware of that. I have only been mostly a reader here since 2004, with only a very small number of diaries, and the slightly more frequent though still rare comment. I post this more because I just find this kind of amusing. There was a diary on the rec list recently where the author did not post a tip jar, or at least did not do so immediately.
The first commenter was HRed several times, and then there were many defenders of the first commenter who pointed out that some diary authors never post a tip jar. Others commented that the "rules" state that one has to wait for several minutes to see if the author will post a tip jar (the first commenter in question apparently had waited, but was still HRed multiple times).
However, the FAQs are quite clear. Here is the direct quote: "There is no rule, however, that says commenters must wait for the diarist to post a tip jar before they can legitimately comment on the diary." Note the no waiting part. According to the FAQ, you just can't make your comment look like a tip jar.

According to the FAQ, the only purpose of the hide, or troll rating, is for use against trolls, the given definition of which is someone who is here expressly to disrupt the site. A separate article on trolls does not even mention deliberately trying to pretend to be a tip jar--though that's obviously bad behavior, and arguably worth troll rating. It definitely doesn't specify a troll as being someone who accidentally posts the first comment, with no other indicators of trying to emulate a tip jar. The relevant FAQ quote is clear and bears repeating: "There is no rule, however, that says commenters must wait for the diarist to post a tip jar before they can legitimately comment on the diary."
Now perhaps the FAQ needs to be changed, and I should note that I've never had the first comment on another's diary (at least I can't remember ever having done so) so I'm not campaigning for myself here. I have just seen several times innocent first commenters--who were to me obviously just trying to join the conversation or compliment the diarist--who got HRed by other users who perhaps forgot the finer details of the FAQ.
