I haven't seen this mentioned in US media yet, only in europe (or more specifically, in this norwegian article).
A group of election observers dispatched from the OSCE (the Organization for Security and Cooperation in Europe) to Florida had planned to visit a number of polling places, but according to a statement from one of the members they have only been allowed access to a single polling place, in Ft. Lauderdale.
These aren't just random foreigners trying to visit polling stations mind you. The OSCE have long experience in observing elections all over the world, and not just places with democratic "issues". And they were formally invited by the US government to inspect and evaluate proceedings in this election.

The US is a member of the OSCE and has agreed to implement the same standards as any other member states. All OSCE member states have agreed to invite international observers to monitor their elections. This is why we have received an invitation from the US government to come to the US for the upcoming elections.

-A group of election observers cannot be dictated which locations they can and cannot visit.
In Florida, which experienced significant irregularities in the 2000 election, you would have expected a different attitude, according to Meinhardt.
