U.S. Department of Labor Strategic plan Fiscal Years 2006-2011
(pg. 35) states:
"... H-1B workers may be hired even when a qualified U.S. worker wants the job, and a U.S. worker can be displaced from the job in favor of the foreign worker."
Who could argue that forcing masses of U.S. workers to train their H1-B replacements before being laid off will benefit the economy?

Janet Napolitano, Obama's DHS choice sees nothing wrong with this picture. In fact, she believes the H1-B program should allow MORE foreign workers to be to be imported EVERY year. 85,000 imported workers per year under the current h1-B allowance is not enough. There are still some U.S. workers who feel their job is relatively secure and something must be done about such arrogance.
The H1-B and L1 visa programs creates a glut of workers from abroad who are hired to replace American workers onsite in the US. These foreign workers often serve as a liaison for offshore operations, which allows many remaining jobs to be offshored, resulting in additional job losses for U.S. workers. Thus, the H1B and L1 visa programs enable the accelerated offshoring of more jobs.
Case in point Pfizer.
Yes, an unlimited source of cheap foreign H1-B teachers, nurses, accountants, engineers and civil servants should be imported to displace the remaining U.S. jobs. This will surely solve the economic crisis by relieving U.S. workers from their jobs. This will give the displaced workers more time, unemcumbered by a job, to shop more, pay their mortgages and get this economy going.
Does anyone else out there see anything wrong with your congressmen and senators voting in favor of legislation written specifically stating "U.S. workers can be displaced from their job in favor of a foreign worker"?
(By the way, no other country has any such rediculous visa program allowing workers to replace their native work force.)
