Telecom Immunity: Violation of Church-State Separation?

If Dubya prevails in providing immunity to the Telecoms, he has a plan for them to use the millions they'll save that they had earmarked for legal defense funds.

Is it possible that his sinister suggestion to them will violate the "Establishment Clause" of the First Amendment?

  of a story.

  An American tourist travels from London to Scotland by car. He drops into churches along the way and notices a telephone with a sign saying "Speak to God, £5". Every church he goes into he sees the same notice alongside a phone.

  When he reaches Scotland, he goes into the first church and sees a telephone. Next to is is a sign saying "Speak to God, 10p"

  He sees the local pastor and asks why in England the charge is £5 but in his church it is only 10p. "Ah," the pastor replies, "you see here it is a local call".
