Step it Up for People-Powered Politics

Recently fellow blogger Eddie in ME alerted me to a situation in Maine in which Rita Moran, the Kennebec County Democratic Committee chair, got kicked out of her elected position as DNC Women by establishment trickery.

Here in the netroots we pride our selfs in being part of the people-powered politics movement but this is the time when we need to step it up and take action on behalf of people-powered politics! In this essay I'll try to give a brief of what happened and how we can take action!

What happened:

In November, Jennifer DeChant who was a DNC Women (kind of like the board of directors for the DNC), missed her third consecutive meeting of the Democratic State Committee. According to state party rules, the position was vacated and she had to run for reelection. So progressive activists drafted Rita to run as a people-powered canidate. She accepted and won the position. One of those activists and a fellow blogger Eddie in ME wrote a great blog about that story.

However the establishment didn't like that a grassroots reformer had won. So as soon as she had won they started trying to oust her. They did this based on saying inadequate notice was given (it was stated at the November meeting, and in the agenda). The real reason that they didn't want Rita as DNC Women is that she is a grassroots reformer. But there is no rule against that so the establishment had to find other ways to kick Rita out. Here is a basic overview of what they did.

- Stan Gerzofsky, State Rep. from Brunswick sent a letter to John Knutson, State Party Chair, complaining that the notice of the DNC election was not adequate. Stan requested a repeal of the election. (He did so on legislative letterhead- a big no-no.)

- John did not report the results of Rita's election to the DNC. Had he, a repeal would not have been permitted under Robert's Rules of Order. The DNC had listed Rita as the DNC Woman, then reversed course upon request from Arden Manning, the Executive Director of the MDP and resisted Jennifer DeChant (the former DNC women who lost the election). No matter what, this was incorrect-either Rita was the DNC Woman, or if not her, the position was vacant as of January.

-The State Rules Committee stated that a repeal was permitted under the rules since Rita was not seated as DNC Woman. However, the election would have had to have been illegal or illegitimate (they determined it was not), or irreparable personal damage would have been done to Jennifer DeChant. In addition, it was stated that the injured party would be expected to define "adequate notice" (they did not).

-At the March meeting of the State Central Committee, a vote was held to repeal the January DNC Election. The repeal passed by about five or six votes. A new election was held immediately, and Jennifer DeChant was reelected to her post on the DNC.

At this point there is nothing that can be done about that. The election was immediately reported to the DNC (funny how that happens only when a insider favored canidate wins). However there are two ways that we can still help. Rita is running for a four year term as DNC Women at the State Convention and needs our help to win. That will not make her a delegate to the national convention this year but there is a add-on delegate slot open.

Step it up: How to take action for people-power politics:

We need to step it up for people-powered politics now. We need to stand with Rita. But how? How can we help Rita get the add-on delegate slot and send a grassroots delegate to Denver? Easy.

Add-on Delegate:
There is a open slot for add-on delegate to the national convention in Denver. John Knutson, the state party chair, can right this wrong by appointing Rita to the slot. There are two ways to urge him to take this step. One is calling the Maine Democratic Party office at (207) 622-6233 and the other is e-mailing him at chair (AT) mainedems (DOT) org. John isn't a bad guy so be polite. Say that you think the procedure that ousted Rita was unfair and you believe she would be a excellent canidate for the add-on delegate position. Don't be nasty, just state positive reasons why you think Rita should be chosen. Here are a few suggestions of things to talk about if you call or e-mail.

-Who you are, where your from.
-That they've been following the
story.
-That Rita's a great volunteer, and a great activist, who has
done great things for her county, and that hard work deserves rewards.
-That it's important that we heal the rift in the party around the
country, and this would be a step toward doing it in Maine.
-That we
need more outsiders and Progressives at the convention.
-Anything else you can think of!

Rita for DNC:

Also, Rita is running for a new four-year term as DNC Woman at the state convention. This will NOT make her a superdelegate for 2008, but 2012. She is one of the leaders in the grassroots of the Maine Democratic Party but she needs our help. She has lots of energy behind her campaign but she needs some resources to run a campaign. She will need between $3k-5k, to run a campaign. This covers everything- signs, buttons, stickers, phone calls, the list of delegates and alternates, mailing to each of them, everything.

Two candidates are running against Rita thus far. One is Maggie Allen, the former Executive Director of the MDP. She was in charge when Pat Colwell, the state party chair who resigned in disgrace following a major scandal, was running the show. The other is Betty Johnson, the party treasurer in the same era. It's old guard scandal versus new blood.

But can Rita win? YES. This is a state that Obama won 60-40, and she advocates for his brand of politics- grassroots driven, bottom up. She wants to represent the people, not the money. If the Obama and grassroots delegates coalesce around her as their choice, she will win handily.

The real question that we should ask before we support her though is why. Why is Rita running for DNC? I'll let her speak for herself.

I am running for the Democratic National Committee because I think  that you, ordinary Maine Democrats like me, deserve a national voice.

I believe that, after this election is over and we have a Democrat in the White House, this party needs to take a long, hard look at itself. We need to decide what works, and what does not.

Just as presidential candidates are calling for change, and rightly so, we Democrats need to decide what needs to change in our own party as well. We were founded by people like Thomas Jefferson and James Madison because they believed that a party which represented ordinary people was needed if our American democracy were to survive and prosper.

Friends, I believe that we need a course correction, we need to get back to our ideals, stop this superdelegate nonsense, and make every Democrat count, and count equally. I will try to make that happen. Remember, the political insiders got to where they are because of people like us, making phone calls, donating to campaigns, and getting out the vote.

If I'm elected to the DNC, and it will not possible without your help, I hope to be your voice, your clear strong voice, on the national stage.

I've talked to Eddie and he will be in the comments answering any questions about the situation. If we want a change in the nation and in our party we have to take it back. We must step it up for people-powered politics.

      and we're actively working at it. We're bringing new candidates for State Committee into the fold, and we're beginning the process of reform. I just hope we can get a majority, so we can get things done.

      Unlike the Congress, a majority is enough for us to really accomplish something. Like changing the fact that Rita, who is basically in poverty, has to scrounge up $800 to buy a list of delegates and alternates. And that is down from the $2k they were originally planning to charge.

        underestimate the costs both physical and personal treasure one must give to politics.  Rita believes and more importantly has people who believe in her. You grace her in being an Advocate there for the rough times first and the Triumphs later.

            Sounds like the stairs are a liability (lawsuit) waiting to happen.

            The delegates and alternates could easily register electronically.

            I received 7 pages (double-sided) in my so-called "packet," which is a waste of money (i.e., postage, toner ink, paper, turnaround time, and redundant labor expense).

            I fed it all to my shredder.

            My surname, mailing address, and zipcode were incorrect, to boot.

            Was informed that "people complained" about electronic registrations during '04...what gives with the Neo-Luddite behavior???

            It's 2008.

            How much did those "packets" cost?

            Still haven't heard (since the 5th) whether my emailed registration is legit.

            They don't respond to email, so count me out.

            Quite frankly, I don't give a damn.

              in '06 - not '04.  My complaint had more to do with their method of notifying people and the lack of clarification of the process - received one email and it contained no indication that was the only notice people would be receiving, and since packets had been sent in '04, was expecting on that year also. You can call me a Neo-Luddite if you want, but I am far from stupid and if I found it confusing, you can be sure others did.

              I also expressed concern about a relative who at that time, was having email difficulties and lived too far away for me to assist her - would she get registered in time and such.

                memory playing tricks on me with dates - I was sick in '06, but still made it to convention.
                But whatever year, the complaint I made, I remember clearly.

                  Hey...anyone who can't click on a link and fill out a webform doesn't have my sympathy.

                  In addition, if I make an error, it's my fault.

                  When transcribing from paper (sloppy handwriting) umpteen times, to a database, errors are bound to occur (which creates more redundant labor).

                  They did send a confirmation email; and it stated that one would not also receive a dead tree packet.

                  I still haven't rec'd a clarification; and that was on the 5th.

                  At this point, I really don't care (factored in w/everything else).

                  The Obama campaign is utilizing technology as it well should be...none of this paper-shuffling everything to death.

                  Same w/phone call GOTV caucus & primary organizing outreach.

    I have no faith whatsoever in the MDP.

    Pregnancy is not a "disease," folks (esp. from August to January).

    DeChant managed to commute from Bath to Augusta each day (M-F) to work, did she not?

    Regardless, DeChant should've resigned, if truly incapacitated (seemed to be just fine until Hillary f^cked up Not-So-Much-Super-Duper-Tuesday, eh)?

    Secondly, the MDP doesn't respond to emails (only spin).

    I'm not the least bit impressed.

Party Chairman John Knutson of Brooklin now refuses to respond to questions from the press, instead directing questions to Arden Manning, the party’s executive director. Manning, in turn, declines to respond to multiple phone and e-mail requests for specific answers to specific questions. And paid party "field workers," whose activities are coordinated by Peter Chandler, a former aide to U.S. Rep. Mike Michaud, have been told that talking to the media is a firing offense. So much for freedom of speech.

    Power indeed corrupts--esp. in one's hometown county paper.

    Knutson & Phil Bailey are now part & parcel of the hierarchical mix.

    Time to behave ethically.

    Walsh reports (3.6.08) Stan's b/s, re:

    In a recent letter to Maine Democratic Party Chairman John Knutson of Brooklin, state Rep.     Let's at least get the lies straight.

    DeChant spews that she was "unaware" of the mandatory three consecutive meeting rule, no less:

    DeChant told The Ellsworth American that, while she did miss three consecutive State Committee meetings, she was unaware that all were mandatory. Two of her absences, she said, were related to illness associated with pregnancy.

    ...until Hillary blew Not-So-Much-Unsuper-Duper-Tuesday, that is.

      that she fails to mention is that Sam Spencer CALLED HER from the November meeting. Asked if she'd be there. Her answer was that she "wasn't feeling well". Not "I'm on bedrest". She was flat-out told that if she didn't show, then the seat would be vacated. Sam told her that day.

      She put no effort into her re-election, expecting it to be what she called a "reaffirmation". Which isn't in the party rules.

      Basically what happened was the election was fine to have until they lost, they made no move to postpone it. Then once they lost it, they started complaining because we "ambushed them" and nominated Rita from the floor. And based on the final result of this mess, can anyone guess why we wouldn't have given them notice, even if we hadn't decided to do this the day before the election? They would have found some way to screw us for certain.

      Keep in mind, Aroostook's delegation usually is just the county chair. Maybe one more person. They brought ALL OF THEM down this time. They knew what was coming and they gave their marching orders to all their slacker delegates, and they all came down to repeal Rita.

      We saw the writing on the wall. We knew they'd bring in ringers. Pull strings. Make threats. And they proved us right. Now we need to do this at the assembled convention, so they can't screw with the results.

        members...do four of them normally skip out on DSC meetings (and get away w/it), or are people allowed to attend via phone conference (thereby, being marked as "present")?

        Nothing at all inappropriate about taking nominations from the floor.

        Duh.

        I can understand not traveling such a great distance to Augusta for a piddly meeting (same for Washington County).

        All seven of Penobscot's members most certainly don't attend (nor is there a "report" posted in the minutes).

        ...or a nominating committee/elections announced in advance.

        Yes, it's been an issue for years now; which is why monthly county meeting attendance is in the toilet (and will hinder CD#2 races, up and down the ticket).

        It's a systemic issue; and sweeping it under the rug only exacerbates the situation (as well as imposing gag rules from "on high").

        DeChant's copouts are inane.

        She managed to make it to work in Augusta from Bath M thru F--August to January; so the "bedrest" copout doesn't fly (and it's an insult to women who have experienced discrimination in the workplace in said situations--the majority of whom don't have any paid maternity leave).

        They suck it up and work when they "don't feel well." Can't afford not to.

        Spencer calling DeChant from the Nov. meeting only adds insult to injury.

        Reeks of the Clintonian sense of entitlement.

        Rita won that Jan. 13th election fairly--it was announced in various media news outlets (let alone, being "wooed" on Feb. 5th).

        Unreal.

          and their reelection is done by the Aroostook County Dems- so they can miss all the meetings they want, so long as their county will reelect them every six months.

          Compare that to Kennebec, which immediately holds a meeting, notifies everyone of an election, and hopes someone new who will actually show up runs.

            a good thang...it leads to groupthink, & a decline in membership & attendance--from county>municipal committees.

            Nasty stuff (see Clinton campaign horror show fmi).

            People at our caucus were asking how soon they could legally unenroll before we even voted.

            They have no interest whatsoever in belonging to a municipal committee (or to any political party, for that matter).

            Yes, technically caucus totals superceded that tremendously from '04, but an indication of anything. It's merely a blip.

            People are sick and tired of the Bush regime, & recall Clinton's NAFTA debacle effect on Maine's economy.

            However, it does not bode well for GOTV in November.

            Esp. in redneck CD#2.

            A slight uptick in attendance (from the norm) at March meetings is also a fluke--purely debriefing and buzz factor.

            Again--can DSC members who reside in far-flung counties attend DSC meetings via phone conference?

            It makes sense, as conference call technology is more than readily available (I was a distance ed. college student for years--it most certainly is doable)!

            People who understand Robert's Rules of Order simply don't show up when they're peeved--it's been that way for years in Pen. Cty.

            Also reflects in election totals.

            Competent and effective (ethical) leaders inspire others, readily delegate responsibility/tasks; and spend time cultivating others to replace them (pass the baton is their foci).

            Short term gain...long term pain is the moral of this story.

            Thanks, but I can see what's coming; and want no part of it.

            Gag rules backfire.

            Hancock County has some vulnerable state seats on the horizon (Malaby & Langley may well win); and as much as The Ellsworth American is pro-Collins; Walsh reported the events over time in a responsible manner.

            Not good to be seen on the editorial page, by a longshot.
