21 Malta

This is the last one of the "52-pickup" countries, Malta, which consists of two islands due east of Tunisia, is currently the only Catholic Arab country. They just got the euro and the government is popular.

22 France

France, which hasn't had a successful coup since 1958, has an ethnic problem. Millions of Moslems, mostly from Algeria, riot all the time. This minor terrorism is something that will damage the stablity of the 5th Republic, which is the most successful of the country's constitutions. (the third lasted longer, but was a complete mess).

The slight possiblity of overthrow is why it's down here.

23 Canada

Prime Minister Harper has recently proposed a "master province" provision for addition to the Canadian constitution. The Dominion is much more stable than it was a dozen years ago, but until Quebec stops demanding special treatment, Canadian self-image will remain mostly negative.

24 USA

"Jane's" is a British publication, and as such, hates America. This is wishful thinking on their part, hoping against hope the USA will self-destruct, and the fifty states, three territories, two commonwealths and DC will go their seperate ways. But even with Bush and Hillary, it won't.

25 Belgium

The Flemings hate the Waloons and vice Versa. Belgium has no real right to exist as a unified country. The only thing they have in common is the King and their dislike for each other. This should be much further down the list.

26 Spain

Since the return of democracy in 1976, Spain has been extremely fragile, with a whole bunch of micronationalist groups grabbing a piece while keeping a tenuous allegiance to the King, who's a national hero.

His son, the Prince of Austerias, isn't popular at all. How long Spain will last in the reign of Felipe VI is anyone's guess.

27 Italy

From the Fall of Mussalini to the rise of Burlosconi, this country had a change of government at least twice a year, and has been tottering since Silvio was forced out.

28 Japan

Japan was for many years the only one of the G7 from east Asia, and the reason that it's way down here is that people are sick and tired of the so-called "Liberal Democratic Party" (a bigger oxymoron than the "Instituional Revolutionary party) and very well might throw the bastards out, however, the constitution is strong, and nobody's planning to seriously get rid of the emperor.

29 Finland

I checked, and "Jane's" refuses to explain why this is here and not further up. 52-pickup is probably the answer.

30 Czech Rep

It's probably due to the fact that the economy isn't particularly good. They kicked Slovokia out of confederation and there's nothing to change.
