Uncommitted Superdelegate Power Ranking

For weeks now, there's been all this talk about how this presidential primary campaign might come to an end - if several prominent superdelegates were to endorse either Barack Obama or Hillary Clinton as a group.  Or even, a larger group of semi-prominent superdelegates (remember the superdelegate surge that was rumored to be happening post-Texas/Ohio?)

Which got me to thinking:  Who would those superdelegates be?   Which superdelegates are especially influential - with other superdelegates, with the media, with the public?

• Obviously, a lot of folks have mentioned Al Gore.  But he doesn't seem particularly interested in the job.
• Nancy Pelosi and Harry Reid could play that role, but they seem committed to waiting it out.
• Jimmy Carter has negotiated peace treaties and observed elections all over the world.  Maybe we need him to weigh in.

In any case, rather than brainstorm up names, I decided to attempt a Power Ranking of Uncommitted Superdelegates.

So, I poured myself a stiff cocktail, came up with some criteria, assigned some values, and came up with a chart that ranks all 286 uncommitted superdelegates.

What did I include in my criteria?  Well, former presidents and vice presidents get big points, as do congressional leaders.  Senators were valued slightly more than Governors, who were valued slightly more than members of Congress, who were valued more than DNC members and other folks.  Members of Congress in tough swing districts, or those running for the US Senate, were valued slightly higher.  Being from a swing state counted extra, and being from a big state also counted extra.  Being from one of the remaining primary states counts extra, but being from Michigan or Florida carries a slight penalty.  Folks who seem to have some sort of prominence got bonus points as well, such as former presidential candidates, policy leaders on key issues, committee chairmen, etc.

Now, admittedly, this is an entirely subjective exercise, an attempt at quantifying purely qualitative judgments.  Hundreds of them.  

The purpose here isn't to craft the definitive list, or to issue some truth from a mountaintop.  Rather, it's to start a conversation.

What did I miss?  Who should be ranked higher?  Who should be ranked lower?

Which superdelegate endorsement are you waiting for?  Which of these superdelegates, perhaps in combination with a dozen others, could put an end to this primary election?

[Some disclosure:  I'm a campaign internet strategist based in Oregon.  Several of my past and present (and hopefully future) clients are superdelegates - some Obama, some Clinton, some uncommitted.  I'm an Obama supporter, but as one prominent Clinton supporter says, I'm an "Obama-come-lately."  I was a diehard maxed-out Edwards supporter, for whatever that's worth.]

  He'll run the table.

  Very nice list, though I have a hard time thinking that Carter's endorsement means more than Redi, Pelosi and Emmanuel's among others.  The latter endorsements would provide more momentum for superdelegates further down the list to endorse.  Having said that, I also imagine all four of them will endorse after all is said and done, rather than while the nomination is still in (minimal) doubt.

  I also think Biden (and to a lesser extent Kucinich) should be ranked higher, by virtue of the fact that he was a candidate this cycle.

  Great idea

  One thing you should consider is that more often than not the state party chair has a big say in picking add-on superdelegates.

  Pat Waak from CO for example should be moved up in my opinion.

  I'd also have to question having any MI or FL supers ahead of anybody else.

    Also, I did a negative adjustment for Michigan and Florida.  Hard to figure that one out -- technically, they won't be seated (for now)... but that doesn't mean they're without any influence.

  •  Sort of disagree on a few of the MI Supers

    Bc they have the ability to resolve the ongoing whines about counting MI. Several of the "uncommitted" are presumed to be Hillary supporters (Carl Levin's brother and Debbie Dingell's husband went for Hillary), so if they were to come out for Obama, it would signal an end of that fight. (For the same reason, the members of the "blue ribbon" committee on the non-revote--Levin, Dingell, and CC Kilpatrick--should get a slight bump.)

    Also, CC Kilpatrick should get a bump because she is head of CBC, a one-time Hillary supporter who, after Lewis flipped, got solidly on the fence. If she were to endorse either candidate at this point, it might have similar weight as Lewis. Because of those several factors, she should be in at least the 15 points range.

    One more MI-related thing: Kwame's not likely to have a vote come August (hopefully, by then, he'll no longer be Mayor of Detroit), whereas Ficano is a well-respected and connected leader of all of Wayne Cty (Detroit plus the heart of UAW land). So I'd put him up ahead of Kwame, and maybe put Kwame down at the bottom in the "soon to be ousted" section.

    One more thing. As I understand it, Stupak is a solid Obama supporter.

  My only suggestion would be moving down Kwame Kilpatrick, those 7 felony indictments kinda make is endorsement not as good, and also, I don't know if they are really clammoring for William Jefferson also.  Other than that....Here's to DRINKING..

  the Roy Romer and Bill Ritter ranks should be reversed. Romer is someone a lot of the electorate in Colorado weren't even here for. In parts of the state, 2 in 3 voters were not here for the 1990 elections

  DNC Vice Chair and Superdelegate Susie Turnbull, posted an entry which implied that she, and the other 8 national officers of the DNC (including Chairman Dean) are pretty much bound to remain neutral until the nomination is settled.

  I was not able to figure out if she meant until the final primary is over, or until one candidate has conceded to the other.  Would this affect their rankings?

  Ranking the uncommitted superdelegates from states still to have primaries (or caucuses) higher seems wrong. Some of them may just be waiting for the voters in their home state to vote and show the delegate who to support. So, I would rate them lower.

  Unless I am mistaken John Edwards is also a Superdelegate. Former Presidents and Vp's as well as the parties nominees are all superdeledates.
