So General Petraeus claims that there may be a reduction of U.S. forces in Iraq this year:

WASHINGTON - Gen. David Petraeus, the top U.S. commander in Iraq, said Thursday that a decision on Iraq troop levels is likely by September, and that he is likely to recommend a further reduction after a 45-day pause in withdrawals that begins in mid-July. [...]

"My sense is that I will be able to make a recommendation at that time for some further reductions," Petraeus told a Senate panel considering his nomination to lead Central Command, responsible for U.S. military operations in the Middle East. "I don't want to imply that that means" a particular brigade or major combat formation, he said.

So, why should Congress or the American people believe him, since he made a similar claim last year, and since we currently have more troops in Iraq today than we did back then?

August 15, 2007:

BAGHDAD — The top American commander in Iraq said Wednesday he was preparing recommendations on troop reductions before he returns to Washington next month for a report to Congress and understood that the U.S. footprint in Iraq would have to be "a good bit smaller" by next summer.

"We know that the surge has to come to an end, there's no question about that. I think everyone understands that by about a year or so from now we've got to be a good bit smaller than we are right now."

And no one at today's confirmation hearing asked about what General Petraeus would say to John McCain about this promise of troop reductions.  McCain, after all, is not only adamantly opposed to any troop reduction, he even admitted on his website that he wants to increase our troops presence in Iraq:

Bolster Troops on the Ground

A greater military commitment now is necessary if we are to achieve long-term success in Iraq. John McCain agrees with retired Army General Jack Keane that there are simply not enough American forces in Iraq. More troops are necessary to clear and hold insurgent strongholds; to provide security for rebuilding local institutions and economies; to halt sectarian violence in Baghdad and disarm Sunni and Shia militias; to dismantle al Qaeda; to train the Iraqi Army; and to embed American personnel in Iraqi police units. Accomplishing each of these goals will require more troops and is a crucial prerequisite for needed economic and political development in the country. America's ultimate strategy is to give Iraqis the capabilities to govern and secure their own country.

McCain launched a new websitethis week, aimed at general election voters.  He's deleted the above paragraph now.

But now matter how hard he tries to scrub away his wildly unpopular and reckless position, the stale policy and empty promises of progress remain.  No matter what General Petraeus says today to make the McCain-Bush Iraq policy more palatable to the American people, no matter what temporary and cosmetic "drawdown" is promised to make them forget about this mess, they have long ago rejected the President's hamster-wheel foreign policy.  And when the myth of McCain the Moderate is shattered and his reckless policies for Iraq are exposed, Americans should readily reject John McCain as well.

    Petraeus is going to CentComm.  That means a reduction of one troop.

    Troop reductions are predicted for the fall - which just happens to be a presidential election fall.  What an extraordinary coincidence. 'Course they may never happen but the prediction is out there for now.  And if they don't happen presumably that will be because a pressing, urgent and real threat justifies their continued presence.  So - either the current administration gets points for reducing troop complement or  - alternately -is able to make the case that the situation on the ground and national interest absolutely prevents reductions and anyone who says otherwise can not be trusted with high office.  I just don't believe anyone will fall for this anymore.

          WASHINGTON — The Pentagon on Monday announced upcoming deployments of more than 42,000 troops, including 25,000 active duty Army soldiers who would be sent to Iraq beginning in the fall to replace troops scheduled to come home by year's end.

          The deployments would maintain a level of 15 brigades in Iraq, or roughly 140,000 troops _ the number military leaders expect will remain on the warfront at the end of July, once the currently planned withdrawals are finished.

          Under the new Pentagon policy effective in August, those active duty Army units will serve for 12 months, rather than the 15-month tours that units in Iraq now are serving. The bulk of the soldiers deploying later this year returned from Iraq late last year, and will have gotten about a year at home to rest and retrain.

    Betrayus means what he says.  See, the difference between this fall and last fall is a major election.  Betrayus, as part of the Bush-Cheney-Rove plan, intends to start bringing troops out of Iraq in the fall near election time so they can get the "press" going on how well the splurge has gone and that the "stay the course" do-da has "worked".

    Betrayus, being a political GOPer animal rather than a real military man, intends to play the game with gusto.  He is more than happy to try to enhance GOP prospects by well-timed displays of "how well things are going" in Iraq because of Bush's policies.

    There are years when Betrayus rhetoric is just a time-buying lie, and then there are years when Betrayus rhetoric is a purely political game.  This is a "game" year.

    Is it just me, or weren't many military analysts and active military commanders saying over a year ago prior to the surge we couldn't sustain troop levels much beyond this spring due to combat fatigue, scheduled rotations, etc.? Isn't heralding troop reductions much like being amazed by a fart after a baked bean dinner. I mean, you have to kind of expect it, don't you?

    with McCain taking such a "reckless" position, it shifts the debate to more (McCain) or less (Obama) troops in Iraq and away from a debate over whether we should continue the occupation or withdraw.  There are still enough Americans who fear another 911 attack to make his position justifiable.

    If you people (and I say that with the sad appreciation that 20 years of my own daily opposition bore little fruit in the Nixon-Reagan years) were serious about stopping this war, and with it, the onset of Fascism USA, you would have sat down and blocked the avenues of corporate commerce from the day the Bush crime family revealed their criminality in Iraq, and their utter, craven madness (revealed for me as tipping point) in the days of the Schiavo craziness.

    Yes, we will need to protect Obama, more than push him to be progressive.  But we will have to do both.  We are caught in a bad vice grip, and it will take nothing less than a multiplication of citizen activism to turn back ultimate fascism.

    And I don't mean just electioneering and calls to Congress.  Sheesh!  Get some leverage, people!

    Nancy Pelosi was right, of course, to see that the election year would provide  enough of a distraction to obviate her political risks in forwarding impeachment.  She judged our "look over here!" distractibility correctly.

    We get herded from bad option to bad result to no result, and back again.  We have the tools, entirely in hand, and still allow ourselves to be jerked around endlessly.

    And yet, the proliferation of bad choices follows from our negligence to take political power ultimately in our own hands as "We The People", rather than impotently petition our cowardly delegates.

    It's the passivity, stupid.  Explains pretty much all of it.  No Power, no responsibility for the catastrophes about to befall us...

    Were General P. given the order, by his President via the chain of command, to begin reducing troops, he would spare no time in getting them out of Iraq. He has not been ordered to do so, and therefore will not.

    It's not his decision - plain and simple. It is Bush's decision, and the asshole would not do it if his life depended on it.

    So I went back and tried to put in info in in a different spot on his site and got this message:
