          They don't know.  It's got to be precincts as how could they know what the vote would be ahead of time.

          If they're suburban counties that could be 20,000 extra votes to allocate, if its central city it could be double or triple that I imagine.

        and if those are big precincts and they had heavy turnout, maybe it's well more than 5% of the vote still out.  It makes sense that precincts where the turnout was surprisingly large could be the slowest to get their results reported.

        by definition, if you haven't counted the votes in some precincts, you don't know whether their votes will add up to 3%, 5%, 7% ...

        But you know which precincts are out, so you know what percentage they make up of the total number of precincts.  That's the standard way election results are reported by the election officials.

            the answer is that they're intended to, but there are still large variations.

            However, even if they drew precincts the way they do house districts, with exactly the same number, there'd be big variations.  

            Consider precincts A and B, with 500 voters each when they were drawn in 2002.

            People have moved.  We can't go re-drawing precincts each election, because people would be confused about where to go to vote.  So now, Pct. A has 600, and B has 400.

            The bigger factors are turnout and partisan turnout.  Precinct A has lots of homes, while B is filled with apartments.  This has meant that some 50 of B's voters no longer live in B, though they're still on the rolls, so now we're at 600 and 350.  Further, homeowners are more apt to vote than apartment dwellers, who may not know the polling place, or may be less connected to any local candidate or issue that might also bring them out, so turnout in A is 60%, while it's only 56% in B.  

            So now we've got 360 voters in A, and just 200 in B.

            But it turns out that A is a neighborhood of black homeowners, where 95% of people will take a Democratic ballot, while B is in a neighborhood whose party make-up is more mixed, and only about 65% are taking Democratic ballots.

            So the final outcome -- two precincts with identical numbers of voters when they were drawn, but precinct A adds 342 Democratic votes to the tally, while precinct B adds only 130, or less than half as many.

      Those are precinct percentages.  You can't do the math like that, because we don't know which precincts exactly are still out.  Those precincts vary in size and demographics.  That 5% of precincts out could range from 3% of the total vote to 8% of the total vote, depending on which are still out, and they could be more or less Obama-heavy.

    Media spin was all HRC had coming into this.  If she could spin a double loss (or an IN big win and a close NC) into "Barack Obama has fallen apart since his Feb. successes", she'd have a shot at convincing superdelegates.  But he creamed her in NC, and IN is a near-tie (at best she wins by 1%).  She can't spin that into "Barack's fallen apart".  So she loses.  When the media says its over, she has to drop out, because the Superdelegates will unite behind Barack (it'll be an avalanche tomorrow/Thursday either way IN goes), and she'll have no shot.

        We’re updating as fast as we get the results from inside the Lake County Government building. There are still 7,000 absentee ballots to count, but all of Gary results are in.

         The rest must be from Southern Lake County suburbs.  No cigarillo, but damn close!
