For the 2010 gubernatorial race in Arkansas i think we will see very few movements. I think current governor will run for reelection without strong opposition.

IL-Gov: Open R vs P Quinn (D-1948) ?
They are very few republicans who can make decent races againts M Beeve, and they have too the race for senate against B Lincoln. I think no-one of the will finally run, but republicans out their names. The first republican in the state can be M Huckabee. I think if he run in 2010, would run for senate, but i doubt about this. Arkansas is red state in presidential elections, but all others are bad for they.
If republicans run for governor with their best, we can see like possibly candidates US House Representative J Boozman or former US House Representative A Hutchinson (defeated by M Beeve in 2006). They not have more in this level in Arkansas. Former senator T Hutchinson now reside in Virginia.

Michael Beebe surely will not have hard primaries. Maybe no-one run in primaries against current governor.
The list not is long, but democratic party from Arkansas have more important names like B Clinton, R Slater and M McLarty who not live now in Arkansas. They have too young democratic senators. Seems democratic party go well in Arkansas.
