A companion bill to the Economic Recovery Bill currently winding its way through Congress to the President's desk.
The 2009 Anti-Hypocrisy Act

Whereby any state that sees both of its Senators vote for the final Package will receive 100% of funding it is due to receive pursuant to the Economic Recovery Act (ECA);
Whereby states that see only one of their Senators vote for the ECA receive only 50% of the moneys that would other wise go to it; and,
Whereby States that see both of their Senators vote against the ECA receive 0 (zero) funding $$$ they otherwise would have received under the ECA.

Additionally, all funds that otherwise would have gone to states where only one, or none, of their Senators voted for the Stimulus Package will be divided among the other states.
Wouldn't it be a sight to see? Senators like McConnell, Shelby, Graham, Gregg, Sessions and Chambliss on the Senate floor vociferously denouncing the Anti-Hypocrisy Act, saying, "It's shockingly unfair that the Great State of (Fill in Blank) receive none of this funding just because I voted against all of the states receiving this money! Now count my 'NO' vote and give me my money!"
