I gave a solution to the Banks a while ago
but for some of those financial institutions it is to
late.

So for those banks who are now too insolvent to save
and giving them more bail out money would be throwing
good money after bad, the painful solution.
Break them up.
The regional banks are in better shape than the
'too big to fail super banks' so in each 'district'
or area, the number of branches of the failed bank
are divided equally between the regional banks in the area.
For example if there are 40 branches and 10 regional
banks, each Regional gets 4 branches in a blind draw
lottery.
For the non banking divisions these are either spun off
as stand alone entities if they are self sustaining
auctioned if not and if there are no buyers, the division
is closed.
Management not in the branches or the spun off non banking
entities and at Corporate headquarters
are given a pink slip.
No rewards for incompetence.
