So one complaint about Congress is that all our representatives are in Washington DC, away from their home districts and the people who voted (hired) them and instead this bubble called Washington D.C. where corporate lobbyists can easily visit them but ordinary citizens can not.
Why does this have to be the case? This is the 21st century. It's an age of chat, email, high speed secure internet and teleconferencing.
The technology is available to have a virtual Congress. They can make floor speeches via teleconferencing and have side discussions and horse trading via chat agents. Voting can be done via secure channels and votes are instantly recorded and made public.
You can have two weeks a year devoted to a face to face convention, so people can meet each other, but beyond that how much do you need.
This will allows Congress members to stay in their home districts, which exposes them to local conditions and allows constituents better access to their representatives. It makes it harder on lobbyist who now have to travel all over the place to meet in person, rather than set up shop in one place.
It saves money as Congress members no longer have to maintain an office in Washington D.C. as well as an office in their home state.
I'm for a virtual Congress!
