TX HB 3588 was passed in the waning hours of the 78th Legislature on May 10, 2003 (6 years and 3 sessions ago) by a vote in the TX House of: 137 yeas, 3 nays, and 2 present, but not voting and in the TX Senate by 31 yeas and 0 nays.
The original HB 3588 was about 310 pages in length and had an additional 95 amendments. I cannot find a record of how many pages the whole thing ended up being WITH the 95 amendments.
It was christened the Trans Texas Corridor (or TTC). It is the cornerstone of the NAFTA Super Highway or NAFTA Trade Corridor between Mexico, the United States and Canada. It will take (through eminent domain) 584,000 acres to build. Every mile of the TTC will consume 146 acres of some of the best agricultural land (it's called the Blackland) in the entire world (according to the National Geographic).
Millions of Texans have been fighting the TTC since its inception. Did our Senators and Representatives READ and UNDERSTAND what they passed by such an overwhelming majority? If they did, why are so many of them crying "foul", and now working against it by calling it PORKUS MAXIMUS-- the definition being: A giant, voracious subspecies of pork-barrel patronage and crony capitalism inhabiting the Lone Star State. It will thrive in a climate of apathy, or when ignored by citizens, who are unwittingly consumed.
There is a movement in California to establish Honor in Office. It's founder is Jerrol LeBaron. Check it out by going to www.HonorInOffice.org. It has a simple message to our elected officials: Take an oath to read and understand what you're signing into law. I hope this effort is contagious and moves on to ALL States-possibly becoming an amendment to the U. S. Constitution.
