WASHINGTON (AP) -- New jobless claims dropped to the lowest level since January and the prices of many household goods stayed low last month, positive signs of stability for the fledgling economic recovery.
The decline in jobless claims shows companies are cutting fewer workers, though the drop isn't yet steep enough to signal new hiring, economists said. And the low level of inflation is holding down prices as Americans slowly regain their appetite to shop despite rising unemployment and tight credit conditions.
Thursday's reports "all point to an economy that is starting to grow again," said Bernard Baumohl, chief global economist at the Economic Outlook Group.
Low inflation is consistent with the early stages of an economic recovery, Baumohl said. Even as business activity picks up, unemployment is still high and factories have enough spare capacity to increase output without sending prices higher.
The Labor Department said first-time claims for jobless benefits dropped to a seasonally-adjusted 514,000 from an upwardly revised 524,000 the previous week. The fifth decline in six weeks defied economists' forecasts of a slight gain.

President Barack Obama promised New Orleans residents Thursday that his administration would never forget the city that was devastated by a hurricane and floods four years ago.
During a town hall at the University of New Orleans, Obama noted that sewers and roads damaged by Hurricane Katrina still need to be repaired. Houses and hospitals are still vacant, he said. And schools and neighborhoods are waiting to thrive again.

Businesses that got stimulus contracts directly from the federal government reported creating or saving 30,383 jobs so far, according to data published Thursday by the Obama administration.
The jobs reported on Thursday represent the first time that the government has reported actual figures as opposed to estimates. But they come from a small slice of a sliver of the program: the roughly $16 billion worth of stimulus contracts awarded directly by federal agencies, of which about $2.2 billion has been spent so far

Madison — The University of Wisconsin System said it has received $83 million in federal stimulus money so far and that saved or created 137 jobs.
The university reported Thursday that through September it had spent only about $5.2 million of what has been sent in 263 awards.
The Madison campus received the most money at $75.4 million, followed by Milwaukee at just over $4.4 million.
Earlier this week the state reported that nearly 8,300 jobs were either created or saved thanks to the stimulus. That report did not include totals from the university system or federal money that was awarded directly to local communities, private businesses and others. Gov. Jim Doyle said Thursday he believes the impact of the stimulus is much broader than the reports show.
