Obama signs $680 billion defense policy bill
WASHINGTON – President Barack Obama says a $680 billion defense policy bill he signed into law proves that it's possible to change the business-as-usual atmosphere in Washington.
Obama signed the bill Wednesday in an elaborate East Room ceremony at the White House. The president says the bill finally cuts wasteful weapons projects that some lawmakers have spent years trying to kill. Among them is the Cold War-era F-22 fighter that critics have said is poorly suited for the battles in Iraq and Afghanistan.

Sen. Warner Urges Treasury to Help Small Businesses
Oct. 15 (Bloomberg) -- The Obama administration should spend more money from the $700 billion bank rescue on programs to increase lending to small businesses, said Senator Mark Warner, a Virginia Democrat on the banking committee.
Warner and other lawmakers are pushing regulators to consider ways to jumpstart credit to small companies, which he says is dwindling even after efforts to provide government support. The senator urged action at a meeting of the Senate Democratic Caucus yesterday.
