We have heard a lot about using the "reconciliation" process to get health care reform through the Senate with a 51-vote majority.
Until now, we have heard that a mysterious nonpartisan figure, the "Parlimentarian," is the keeper of the rulebook and will eventually be able to decide whether reconciliation is available in this instance.
However, this morning on MSNBC Daily Rundown, the last Parlimentarian, Robert Dove, told Chuck Todd that the President of the Senate, Vice President Joe Biden, has the final word. According to Dove, the Parlimentarian can only advise.
Reconciliation is a done deal if we want it.
