Vermont governor Jim Douglas (R) announced that workers' compensation rates would decline across the state starting April 1. He said that the lower rates were the result of "employers' continued attention to the need for workplace safety and state regulators."
Imagine that. A Republican governor admitting that employers and state regulators can reduce insurance rates.
