In a guerrilla fight, the occupying counter-insurgent army is no longer a military force using firepower against an opposing army in the field—in many ways, the counter-insurgent soldier becomes not much more than a policeman. And like any policeman in a violent gang-ridden neighborhood, he has two basic goals—remove the weapons from the streets, and remove as many of the fighters as possible. One of the aims of the American counter-insurgency in Afghanistan, therefore, has been to find and remove weapons from the insurgent’s hands, to weaken them and lessen their ability to attack. This is done by patrols (called "meet and greets") which encourage civilian informants to give information leading to enemy stockpiles, and by "cordon and clear" actions, which seal off suspicious areas and then actively search for insurgent suspects and hidden weapon caches.
In the first years of the Afghan insurgency, most of the weapons being used were leftovers from the war against the Soviets (one report in fact mentions the discovery by American forces of an old but still serviceable Soviet Army supply dump). Indeed, some of the weapons that have been discovered in the hands of the insurgents are old bolt-action rifles and submachine guns, like the British Lee-Enfield and the Soviet PPSh, that date all the way back to the Second World War. The favorite weapon of the insurgency—the improvised explosive device, or roadside bomb—was made from old Soviet mortar and artillery munitions, or from crude homemade explosives.
These still make up a large part of the insurgency's arsenal today, and American troops still uncover large caches of homemade explosives and Soviet-era guns. Increasingly, however, the insurgents are obtaining newer Russian and Chinese-manufactured munitions, and even a small amount of Italian, Iranian, and Pakistani weapons. The most reliable sources for the insurgency, however, are unexploded American ordnance. The Taliban/Al Qaeda insurgency has demonstrated that they are perfectly capable of resisting US troops effectively using nothing more than cell phones and American dud bombs, and leftover AK-47s from 1979.
It is not unusual for US troops to find large amounts of opium or hashish in insurgent weapons caches, and the illegal drug trade plays a central role in the war. Afghanistan is one of the poorest countries on earth, and for many rural farmers, growing marijuana or opium poppies is their only source of income. This drug trade is controlled by the local tribal leaders, and the insurgency receives a large portion of its funding through drug trafficking with sympathetic tribal figures. In addition, the illegal drug trade produces political conflict. The US military funds a Poppy Eradification Program, which aims to cut off the flow of drug money to the guerrillas. Every time US troops destroy a poppy field, however, they are destroying an Afghan family’s sole livelihood, and are creating local enemies; by actively defending the poppy fields, on the other hand, the insurgents win local friends. The result is a situation where the US tries to weaken the guerrillas by destroying the illegal drug trade, but in doing so only increases local resentment for the occupation and increases sympathy for the Taliban.

(DELAYED REPORT)At 2200Z Kalagush PRT reports NDS discovered 1x jingle truck and 1x Hilux truck carrying explosives approximately 35km northeast of FOB Mehtar Lam. TF Paladin moved to the site to exploit the findings, and discovered the following: 153x bags of Ammonium Nitrate (finely processed for explosive purposes), and 159x cans of suspected magnesium paste (which multiplies explosive strength 2-3 times). TF Paladin states that only liquid fuel would be needed to create a slurry, and a trigger charge to complete a large explosive device. The material is being confiscated by the Kalagush PRT, and will be disposed of through TF Paladin. NDS is continuing the investigation, and will deliver further details when they are obtained.Update: The bags of ammonium nitrate were farm size, approximately 75 lbs. plastic bags, different lables to include some "sugar" and some in russian. The cans with the metallic substance were about the size of a can of paste wax, and similar in construction, silver in color, no lables. They were inside boxes labled tetracyclene. Third Cache consisted of Western 82mm mortar rounds (western, dated 1983), several drums of PKM ammo, several crates of AK47 ammo and magazines and several cases of plastic explosives. Only data on the 4th Cache is that it contains a case of AK47s. 1025Z Unit reported Paladin detained 8 PAX and are moving them to Salerno FDS.At 161250Z EOD completed exploitation and detonation of all Cache items and are RTB. On 18 May 2007, the National Directorate of Security (NDS) 90 apprehended two (2) individuals in a residence in Kabul City in possession of four (4) SIED vest as well as AK-47 rifles and fragmentation grenades. CEXC Kabul was notified by another U.S. Government agency and gained access on 22 May to observe the devices. CEXC Kabul did not view the AK-47s or the grenades. SUMMARY OF EVENTS
(S//REL) On 26JUN08, an EOD technical advisor (civilian contractor) for the State Departments Weapons Removal and Abatement (WRA) Program, accompanied by two personnel from the United Nations Development Program (UNDP) group, Disarmament of Illegal Armed Groups (DIAG), turned into CEXC-JAF six (6x) mobile phones which appeared to be modified to serve as RCIED receivers. The DIAG personnel turned over a copy of a written report from ANP/ABP which related some of the circumstances of the recovery. According to the report as translated by the CIED Team JAF interpreter, fifteen (15x) police men and one (1x) border police officer came across a Taliban element in the Soori Village, Nazyan District, Nangarhar Province at approximately 191850ZMAY08. The patrol engaged the Taliban element in a firefight for approximately 20 minutes, at the conclusion of which the Taliban escaped but left behind what the report describes as six (6x) fuses, six (6x) electric remote controls, and 264 fuses and other explosive materials. The CEXC investigator was unable to determine the exact location of the recovery. Along with the IED materials, the ANP and ABP forces recovered a Taliban note, addressed from Nandar Commander (translation) to Khoona Commander (translation). Of the items reported recovered by ANP/ABP in the report, CEXC-JAF only received the six (6x) mobile phones.
ITEMS RECOVERED
(C//REL) Six (6x) mobile phones. The battery for each phone was removed prior to receipt at CEXC-JAF. Each of the phones was modified with the addition of one or two wires protruding from the interior of the phone. CEXC-JAF did not receive any additional sources of power with the mobile phones, nor did the ANP/ABP reports refer to recovering any additional power sources. To the knowledge of the investigator, these cell phones have not previously been exploited for forensic communication data such as sent/received calls, etc. CEXC-JAF received the following mobile phones which the investigator is sending to Level II/III for additional exploitation:

At 0649Z, RC East reported a Weapons Cache Find. FF reported that they discovered 2x Jingle Trucks containing 1x IED (ready for emplacement), 3x bags of hash, 3x 82mm Mortar Rounds, 1x Rocket, 1x Box of Unk Ammo, 12x Unk Mortar Rounds. The ANP are transporting the contraband to NDS(National Defense Security) compound. EOD has been notified. No casualties or damage reported. NFI att.

At 0900Z, ANP contacted FF and reported they originally discovered the UXOs and loaded them into the 2x Jingle Trucks to move them to a safe site for a Controlled Detonation. NFI att.

At 1538Z, RC South reported a Cache Find:
FF reported while conducting an offensive patrol, they found a cache consisting of 2x ANA uniforms, 10x PKMs and ammunition at grid 41R QQ 29166 87220. FF also detained 2x LNs. Cache was brought to PB Sperwan Ghar. FF found a second cache at grid 41R QQ 29222 87166. Cache was detected by metal detector and K9 unit. Cache consisted of 120x RPG rounds, 20x 82mm recoilless rounds, 1x mortar round, 1x AT mine and 3x boxes of grenades (60). UXOs were destroyed in 5x controlled detonations. NFI att.

** DELAYED REPORTING - REPORT DERIVED FROM CEXC REPORT 09/CEXC-A/2019 **
The IED factory found was a facility utilized to manufacture "Graphite Pressure Plates". The adjacent room consisted of abandoned pieces of metal pressure plates in which future construction seemed to be abandoned. JFEOD blew everything in place.
Items recovered:
6 x Graphite Pressure Plates, batteries (AA), Documents, RDX, Potassium Nitrate, Ammonium Nitrate, explosive samples, Multiple pieces of metal pressure plate material. See associated CEXC report and Cache Report for additional details.

1-12 INF reported that while conducting a patrol, FF found a cache consisting of suicide vests, 3x AK-47, 1x RPG, 10x RPG rounds, 12x 81mm mortars, 10x ANSF uniforms and sleeping bags. FF confiscated all items. NFI att.
FF also found 1x suicide vest, 1x DsHK (with tripod and ammo), 1x PKM, yellow jugs, batteries, wires, det cord, ball bearings, medical supplies, IV bags and kitchen equipment. All items found were destroyed or turned over to ANSF as appropriate. No casualties or damage reported. Event closed at 1801Z.
