First, the conservative dominated judiciary in Citizens United amended the constitution to give advertisers more constitutional protection than voters. Corporations are people, and they can spend as much money as they want to influence elections.
Yesterday, the conservative Republicans again succeeded in killing by filibuster a bill that required disclosure of who paid for the ads, giving voters at least a chance of voting in an informed way. Democrats got 59 votes to pass the measure. But in the new constitutional order, 60 votes are "required" to pass a bill.
Note that it’s not reported as obstruction or parliamentary maneuvering. 60 votes are reported as "required." It’s another invisible amendment to the constitution. A majority is no longer enough.
