I'm not sure what to make of this. Could it be a matter of an extremely broad definition of "terrorism" that would potentially include civil disobedience? Could it be a definition that includes activist vandalism? Or, are they talking about psychological violence? My definition of terrorism would have to include some sort of bodily harm, but does the FBI agree?
I'll update as needed.
