Senator Harry Reid slips immigration reform provision into defense spending bill

In a major effort to pass some sort of immigration reform legislation before the November midterms, Senate Majority Leader Harry Reid (D-NV) has attached a controversial piece of immigration legislation as a rider to a defense appropriations bill expected to be voted upon next week. While it’s not an ultimate comprehensive immigration reform bill, it is at least a step in that direction and could very well set the stage for later passage of comprehensive reform.
The current legislation Reid is pushing is the Development, Relief and Education for Alien Minors (DREAM) Act, which provides a conditional pathway to citizenship for alien minors.

Over three million students graduate from U.S. high schools every year. Most get the opportunity to test their dreams and live their American story. However, a group of approximately 65,000 youth do not get this opportunity; they are smeared with an inherited title, an illegal immigrant. These youth have lived in the United States for most of their lives and want nothing more than to be recognized for what they are, Americans.
The DREAM Act is a bipartisan legislation ‒ pioneered by Sen. Orin Hatch [R-UT] and Sen. Richard Durbin [D-IL] ‒ that can solve this hemorrhaging injustice in our society. Under the rigorous provisions of the DREAM Act, qualifying undocumented youth would be eligible for a 6 year long conditional path to citizenship that requires completion of a college degree or two years of military service.

According to the 2009 version of the senate bill[11], DREAM Act beneficiaries must:
-- Have proof of having arrived in the United States before age 16.
-- Have proof of residence in the United States for a least five consecutive years since their date of arrival, compliance with Selective Service.
-- Be between the ages of 12 and 35 at the time of bill enactment.
-- Have graduated from an American high school or obtained a GED.
-- Be of "good moral character"[12]
During the first six years, the immigrant would be granted "conditional" status, and would be required to graduate from a two-year community college or complete at least two years towards a 4-year degree, or serve two years in the U.S. military. After the six year period, an immigrant who met at least one of these three conditions would be eligible to apply for legal permanent resident status.
