It's looking to me that the big lovefest over return of the US to UNESCO after 19 years was merely a travel op for Laura Bush.
Barely weeks after the trip, the US is about to into arrears thanks to the mean-spirited Senator Judd Gregg (R-NH), who has deleted the entire budget amount requested by the President. Gregg chairs the Senate Commerce, Justice, State and Judiciary Subcommittee on Appropriations; he single-handedly zeroed out the UNESCO funding (approved by the House) because "it is not a popular agency with the American public".
I don't think it is a surprise. You just know the President threw Laura a bone--a little European vacation.
