Well, it's looking like they're not gonna get to either of the things we once thought they were gonna have to do before the Memorial Day recess -- that is, pass a budget and the supplemental appropriations bill. The Senate will still be working on the supplemental today, but the House will spend the bulk of the day on suspensions, plus the tax extenders bill. But that'll require a little bit of procedural gymnastics to get done, by the way. Specifically, the waiver of the normal prohibition against consideration of a rule for a bill on the same day that it's reported from the Rules Committee. But like any rule that's too inconvenient, the House can waive it by a majority vote.
This is the first time in quite a while that the Congress hasn't spent the week prior to Memorial Day (which is normally a week I spend on vacation) passing a war supplemental. That usually means my vacation is a little less relaxing than it should be. But this year I'm not on vacation, yet, and they're not passing a supplemental, yet. That'll likely come shortly after the break.
From the looks of the schedule, they still intend to make a pre-recess run at passing the defense authorization bill, which is supposed to be the vehicle for passing the "compromise" language on Don't Ask, Don't Tell repeal. I'm guessing they're aiming at squeezing it in based on the imprecise guess at the timing of the last vote ("evening") and the use of the same day rule waiver, meaning that they're going to stick around until they get done what needs getting done tonight, and they want the decks cleared for work tomorrow, rather than letting the tax extenders bill hang around until then. Whether they'll actually get it done (that is, line up the votes for it) is another matter.
By the way, what's this tax extenders thing all about? Well, for one thing, let's not forget that it includes unemployment insurance and COBRA extensions, too. Not to mention the "doc fix," with which we've also been around the block more than a few times. Anyway, they've definitely got one eye on the door. Wednesday is usually the busiest committee day of the week, but there's really not that much going on. Still plenty to watch, but just not the same kind of volume we usually see. Take a look at the schedule for yourself, below the fold.
