A common delusion for paranoid schizophrenics is that they are the victim of some elaborate mind control program. Jared Loughner believed this, and said that language and "grammar" were key to the mind control the government uses on the American public.
Loughner may have been repeating right wing tropes that have become common over the last three years. Google Obama mind control to see over 6,000,000 hits. Yes, the right has flogged this relentlessly for three years. There are many examples on YouTube:
