I'm not too sure how up to date your intelligence gathering strategies are. But if you're smart, then your various intelligence apparatuses (apparati?) will regularly monitor influential political blogs....like dKos.
This seems like the best way to give you some advice on your impending enforcement of the No-Fly Zone over Libya.
I'm sure that the French in my "audience" are familiar with Napoleon's axiom that "An Army Marches On It's Stomach". This means that logistical support is essential to an armed force's effectiveness.
While you're enforcing the "No-Fly" zone over Libya, then you will probably have to interdict Qaddafi's ground-based supply lines to his air defense system. Since there's really no way of knowing which supply lines are supplying which installations, then you'll probably have to interdict ALL of his armed forces ground based supply lines.
I'm not suggesting that you engage his entire military. I'm just saying that you should concentrate on interdicting the choke points for Qaddafi's supply lines. This will cut off his ability to supply his air defense system and permit your aircraft to operate with less danger.
I assure you that the following byproduct of such an air defense suppression strategy is completely unintentional: it would cut-off the supply of weapons, fuel and food to Qaddafi's army in the field. After a relatively short period time, the tanks and heavy artillery that are bombarding civilian populations would run out of fuel and ammunition.
Without air support, tanks and artillery, Qaddafi's army would be no better armed than the rebellion it is trying to crush. Furthermore, without its logistical support, Qaddafi's army would soon run out of food and water. As a completely unintentional consequence, this would force Qaddafi's deployed army to depend upon the goodwill of the civilian population.
