Much of the problem resulted from Wisconsin's same-day voter law, which allows anyone to show up at the polls, register and then cast a ballot. ID requirements are minimal. The report found that in 2004 a total of 1,305 "same day" voters were invalid.
The posting goes on to talk about 2004 and how lots of felons and dead bodies showed up to vote for John Kerry. Here's the key quote in the whole story.

Mainly because it was BS made up by Fox and their henchmen in the bunker. Of course we know what this is about. It's to try to disenfranchise voters who might be more pre-disposed to vote for Democrats.
