Bowen, California's Secretary of State, fell 700 votes short of making the July 12 runoff in the state's first use of the new "top two" primary system. Democratic Los Angeles City Councillor Janice Hahn will face off against Republican businessman Craig Huey for the right to succeed ex-Rep. Jane Harman (D) next month. This is a pretty Democratic district (Obama won it by 64-34 and John Kerry won by 59-40 in 2004), so Hahn is considered the heavy favorite.
