Sorry, there isn´t really any point in this diary.
But if you like me can´t avoid being a bit intrigued by this kind of weird stuff, the argument of Mr. Ahmadinejad is below the fold.
"Western countries have designed plans to cause drought in certain areas of the world, including Iran," Mr Ahmadinejad said in the city of Arak in Markazi province.
"According to reports on climate, whose accuracy has been verified, European countries are using special equipment to force clouds to dump" their water on their continent, he said.
Mr Ahmadinejad also recalled an article by "a Western politician," whom he did not identify, in which "droughts in some regions spanning from Turkey and Iran to east of Asia are predicted for the next 30 years."
"The regions (referred to in) the article ... include countries whose culture and civilisation frighten the West," Mr Ahmadinejad said in support of his argument.
The Telegraph
And the serious side of this is that drought and lack of water seem to be an increasing problem in the world, especially now that the world´s population is expected to grow to
over 10 billions by 2100 according to the United Nations.

A little off-topic update:
Some years ago I arrived in Moscow the day before one of their public holidays. It was cloudy and rainy, but my Russian host assured me that the president would send up planes to drive away the rainy clouds, so tomorrow would be all sunny. - Oh yeah, I said.
The next day came , and it was all blue sky and sunny weather. As it remained for the rest of my one week holiday, there. Appears the Russians have something that can temporarily drive away clouds (or have I been fooled ?)
