This will be a short one. The question in the title is really the whole diary. However, I feel I must point out that I'm looking for an answer that holds up to the strict moral, fiscal and logical criteria that responsible societies should use when coming up with their laws.
One would think, given the fervor, resources and sometime violence with which marijuana is controlled (at a level which is far more forceful than anything seen by alcohol, a lethal poison, since 1933), that an answer would be swiftly forthcoming that meets the above criteria.
It should be obvious to all that, if a responsible answer to this question is not forthcoming, and if the only answers given have to do with the financial, political or racist interests of certain entrenched entities, industries and/or persons, that the laws enforcing marijuana are irresponsible in their extent and should be dramatically re-thought.
