Here is the list - feel free to suggest your own: (note that there are some cuts we won't like, but that is not the point - these are the kinds of cuts that the GOP would be uncomfortable making, even the ones to states).

What must be cut first:
Foreign military deployments, from Europe to Korea to Afghanistan, as well as associated foregin aid - UNLESS the host nation picks up all costs - including naval support and air mobility.
Any aid to states, from categorial grants to block grants. (States must pick up the balance)
Any defense procurement and R&D
Discharge any military members not necessary for homeland defense (most of them)
The Drug Enforcement Administration and the FBI
Incarceration of any non-violent drug offender. Indeed, you could save billions right away and permanently by commuting all sentences to time served or simply pardoning these offenders.
All pork barrell projects from prior years not yet expended. Cancel all obligations permanently, starting with all projects in districts or states where the member voted no on raising the debt ceiling.
What does not get cut:
Roads and public transit when funded by the gas tax or proceeds from the highway trust funds interest.
Military retirement, Tri-care, Social Security and Medicare
Interest on the National Debt (both held by the public and the government)
Anything paid for by fees, like national parks - although fees would have to go up or be imposed (like for food inspection, Clean Air Act enforcement and car safety).
This may or may not cover what is lacking, but its at least a start.
