The severe dry weather has caused fourteen major water line breaks. As a result, the town has to shut down the water system and empty two water towers. The water infrastructure is badly in need of upgrades and improvements but is hampered by a lack of funds. If you turn on the tap in Kemp, you'll now get nothing.
The problem is compounded by the fact that the town is represented by two Tea Bagger diehards -- Governor Rick "Praying Hands" Perry and their small government darling Congressman, Jeb Hensarling.
You don't pay to maintain your infrastructure and this is what you get. Tea Baggers remind me of an old dog that won't stop licking its feet until they become raw and infected. They don't know any better so they keep on down the path to self-destruction.
