Someone who authorized techniques which are torture is running for the US Senate.                                      

                                     I need YOUR help.

On September 14th, 2003, Lt General Ricardo Sanchez, then the Supreme Commander of Forces in Iraq, authorizing the following techniques, among others, to be used in the interrogation of prisoners in Iraq.

U. Environmental Manipulation: Altering the environment to create moderate discomfort (e.g. adjusting temperature or introducing an unpleasant smell). Conditions may not be such that they injure the detainee. Detainee is accompanied by interrogator at all times. [Caution: Based on court cases in other countries, some nations may view application of this technique in certain circumstances to be inhumane. Consideration of these views should be given prior to use of this technique.]

V. Sleep Adjustment: Adjusting the sleeping times of the detainee (e.g. reversing sleep cycles from night to day). This technique is NOT sleep deprivation.

X. Isolation: Isolating the detainee from other detainees while still complying with basic standards of treatment. [Caution: the use of isolation as an interrogation technique requires detailed implantation instructions, including specific guidelines regarding length of isolation by the 205th MI BDE Commander. Use of this technique for more than 30 days, whether continuous or not, must be briefed to 205th MI BDE Commander prior to implementation.

Y. Presence of Military Working Dog: Exploits Arab fear of dogs while maintaining security during interrogations. Dogs will be muzzled and under control of MWD handler at all times to prevent contact with detainee.

Z. Sleep Management : Detainee provided minimum 4 hours sleep per 24 hour period, not to exceed 72 continuous hours.

AA. Yelling, Loud Music, and Light Control: Used to create fear, disorient detainee and prolong capture shock. Volume Controlled to prevent injury.

CC. Stress Postions: Use of physical postures (sitting, standing, kneeling, prone, etc.) for no more than one hour per use. Use of techniques will not exceed 4 hours and adequate rest between use of each position will be provided.

Please notice the cautions within these paragraphs, which says to me that he knew what he was doing. Please also note that at one point it notes that sleep adjustment is not sleep deprivation, but does not make the same point about sleep management.

Let there be no doubt, these techniques, especially when taken together, are torture. They were used to try to force the prisoner to give the interrogator the information they wanted, whether the prisoner had that information or not.

The authorization of these technques lead to this:

As Jane Mayer states in her book, "The Dark Side":

Sanchez didn't wait long to authorize the harsher tactics. He approved the first instance of detainee isolation on September 15 and the first instances of military interrogators removing detainee clothing on September 16. Military dogs appeared in abu Ghraib's interrogation chambers soon after. According to an internal Pentagon document, known as the Fay-Jones report, "Abusing detainees with dogs started almost immediately after the dogs arrived at Abu Ghraib."

And yet, when the photographs of prisoners being tortured at abu Ghraib were given to the authorities he punished Army Reserve Brigadier General Janis Karpinski instead of taking responsibility and resigning himself.

Jane Mayer also cites Sanchez' as "charging the Bush Adminstration with 'gross negligence' and 'dereliction of duty' for sweeping away the Geneva Conventions and providing no guidance to armed forces in their place. By doing so, he said, 'The civilian leaders at the highest levels of our government ... unleashed the hounds of Hell, and no seemed to have the moral courage to get the animals back in their cage.'"

There's a problem with what he said though, because Ricardo Sanchez himself didn't look at the list of techniques and realize that some of them were torture, not even when he read the cautions. He didn't stand up and say, "I will not do this", and resign. Well, as the saying goes,  "The only thing necessary for the triumph of evil is for good men to do nothing" and Ricardo Sanchez allowed evil to triumph.

Now, Mr. Sanchez wants not just to be left off the hook for his conduct, not just to walk away scott free from what was his responsiblity, he wants to be rewarded. Ricardo Sanchez is running for the Senate of the United States. He is running to be one of the US Senators from Texas, in the race to succeed Kay Bailey Hutchison. He is not just running for the Senate of the United States, he is running as a Democrat.

Friends, we need to do everything we can to stop this man from being rewarded for his conduct. There is no question that the name recognition he has, and therefore his ability to be a viable candidate in the election comes from his time as a military leader in Iraq. Therefore, if he wins this election, he will have been handsomely rewarded for authorizing torture.

Please, help me stop this.

You remember that feeling in your heart, as a human being and as an American when you saw the photos. You remember how sick you felt in your soul and in your gut that this had been done in your name. Now is the time to do something.

We need, we MUST find a better candidate.

We MUST find a better Democratic candidate.

Please, stand up and tell your friends and neighbours in Texas not to vote for Ricardo Sanchez. Please write letters to the editor, call in to radio shows, post on your blog, post on facebook, send out tweets, mobilize to stop the rewarding of torture.

I can't stop him myself, but together we can.

      The rest are pretty much standard-issued fodder for Republicans. This imperfect candidate can energize the Democratic base, increase Latino turnout (the key to winning this state), and take away Independent and Moderate votes from the Republican.

      With President Obama at the top of the ticket, his candidacy makes the most sense even if it does offend some folks, most of whom don't have to live in Texas.

          We need to take Texas and so far the Latino turnout has not been what we've needed. Texas can be ours if we work for it and run the right candidate which we haven't s far. He has to run a good campaign. History tells us that just because a person is Latino/a doesn't mean that they can count on overwhelming support from the community.

        We tried the latino military guy last time and got drubbed, no increased latino turnout, no crossover voted from the right. That's in the general.

        In the primary, the grassroots do not like this guy and I don't think he is any kind of shoo in.

            Nothing about what 'this guy' brings to the table, just that he will 'energize the Democratic base, increase Latino turnout (the key to winning this state), and take away Independent and Moderate votes from the Republican.' You don't say anything about the personal qualities of this guy.

            From an earlier version of his issues:

            Immigration Reform
            The drain on state and local revenues (schools, health care, etc.) has become intolerable in spite of the immense contributions to the gross domestic product of the illegal immigrant workforce. We simply cannot provide illegal immigrants with blanket access to all of the services and benefits that are afforded to our citizens. Doing so would undermine our economy and the viability of critical social programs.

            Education Vouchers

            Many parents are deeply involved in the education of their children, and I understand that some may be interested in alternatives to traditional schooling. In many cases, alternatives make sense, particularly if a child is placed in a magnate school where they can focus on a specific subject of interest. In such cases, the application of school vouchers would not be something I would be opposed to - as long as their implementation is expanded to include all families so that every family can have the same opportunities and choices available to them. If vouchers are to exist at all, they must be applied equitably and made available to all elements of our society.

            Economy & Tax Cuts

            I believe the best way for us to improve our economic circumstances is to focus on job creation. Clearly we have to sustain and protect the jobs that we currently have. The best approach to creating jobs in Texas is for us to provide tax cuts, incentives, and increase financing support for small businesses. They are the true engines of the job market, and they generate the majority of jobs in the economy.

            Nothing about children drowning in sewage(?), just GOP talking points. He's cleaned things up to appear less like a Republican, but I'm not buying it. There is no upside to this guy.

          But get yourselves down here and help organize. We have areas without indoor plumbing and electricity. Are you offended people going to come work on behalf of these citizens?

            with those problems. Yes, children dying in sewage is evil, absolutely. I didn't know that was going on. Perhaps  if you were to write some diaries about it, so we get educated about it, more people will help ?

            I'm not cavalier about those deaths at all, or the help you need, but I don't think Ricardo Sanchez will actually help to solve the problem.

          but I also think he's done with politics, at least for awhile. He got zero help from the national organization. Leading by five points (yes, above the margin of error) the Sunday before election 2010 only to lose by double-digits in the polls (Perry's campaign got a multimillion dollar infusion from some giant corporate outfit on the Monday before election). There was probably chicanery in the Harris County warehouse fire that wiped out all their voting machines in June before the election, too ... machines 'loaned' mostly came from highly-Republican areas (like my home county) and the relocation of voting sites contributed to a low turnout in Harris & Fort Bend Counties.

          Plus, the Dems around here take for granted that the GOP is gonna win.

          Sigh..

          Do I know of a better candidate ... yeah. Rick Noriega. If you can talk him into another shot at it. But he'll need a ton of money to back him up.

        for him, and I had to read it again to see if I wasn't confusing the candidate with the 'torture' guy.

        I thought this must be a mistake, I'm missing something here because I'm not on any right wing email lists, but it was from a site supporting Democratic Party Candidates in the next election.
        It read just like any other email asking for help putting a Democrat in place of a Repug, and it did mention "his service" but nothing more about that "service".

        I can't say where the email came from because I deleted it as soon as I figured out it was THAT guy, and if I get another I will unsubscribe from that list.

    Like it or not, he is the best candidate the Dems have had for Senate in some time. I support him mostly because I think he can energize the Democratic base, increase Latino turnout, and win Independent and moderate Republicans who respect his service.

    I'm sorry that the Abu Ghraib doesn't resonate in Texas as it does in more liberal precincts in the country, but that's the political reality.  In fact, it might help him with some folks in Texas. I'm on the ground here and I can tell you there is some buzz for his candidacy.

    If you don't want to support him fine, but you will not stop his candidacy. We don't need your help to elect some Tea Party a-hole. We're trying to get to purple down here and running "good" candidates like Bill White has not worked.

          Thank you for fighting the good fight, but we don't need anyone come in and helping to elect  a Tea Party person on principle. We're trying to care for people in this state, some of whom don't have basic services you take for granted.

          So let us have this imperfect candidate who can go into those areas without indoor plumbing and electricity and organize those people and get them to the polls. When we can get these citizens the infrastructure they deserve, then we'll have more time to quote Niemoller and others.

          Right now though, we're trying to stop people from dying, right here in this state, right now. You go help the fine folks in the Middle East and elsewhere, and let us try to save lives in Texas.

            of the reaction of Texans to seeing their armed forces guilty of torturing.  Only an extremely delicate maneuvering of that issue via control of the mainstream media, which I assume your conservative Texans prostrate themselves before, lip service to the contrary notwithstanding, kept that issue from damaging the Reps immensely.  I mean, it took a high production weekly thriller to finally reach 50% approval rating in favor of torture.  Much information management and creation of memes went into that figure.

            I refuse to believe that Southern, mid-West, pure Texan, whatever demographic you want to reference, are okay with torture.  In fact, I beiieve that would have been a winning cause for Dems, going after the torturers.

                the whole battalion was captured in Japan,and were part of working on the infamous 'Death Railroad'.

                He is 91, and when I last called my sister (she shares the house, and cares for him) and I asked her what that noise in the background was she told me..."it's Shelby, sometimes he really hollers in his sleep,... he still has bad dreams about the war." Yes, this many years later.

                The (remaining POW survivors) are going to have this year's gathering in Dallas and I hope I'm able to help him go as many are saying it is probably the last annual meeting of the POWs because very few are alive or able to attend anything anymore.

                He is a very big little man, and was my late mother's best husband.

            It's simply not possible that Sanchez is not complicit. I wouldn't know what to say, except that Chacounne's diary spells it out clearly. That the documentary evidence is massive.

            And it's not so much that Taguba isn't a good guy. It's that his report was limited in scope to the MPs, and was conducted very quickly.

      a somewhat nuanced portrait of his role. It's hard to convey.

      He was a key player and very important in authorizing and institutionalizing torture, in all of Iraq, not just Abu Ghraib. And, he distinctly got the run around, in hiding from him some of the worst abuse. He was acquiescent about this.

      He got Wiser in Hindsight.
