What is the meaning of these words?
"or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."

This is unconstitutional:
Congress cannot pass laws that do these: "or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."
If it is unconstitutional for the President and Congress to abridge the right of the people to peaceably assemble, and to petition the Government, it is unconstitutional for any state government to do it as well.

This is the right to organize and join groups and societies. Terms that may have known to the Founding Fathers is the use of the words "guild, association, society or societies, and unions."
