If there is one thing that the redistricting fiasco in Arizona has proven, it's that Republicans don't give a shit about the independence of the Independent Redistricting Commission. They'll probably just keep impeaching independent members until they get someone who agrees to draw a Republican gerrymander. So with that in mind, I present a 7-2 GOP map, because apparently nothing less will satisfy Jan Brewer and the other Republican creeps running the state.
Whole state
AZ-01
Incumbent: Paul Gosar (R-Flagstaff)
Old Vote: Obama 44 McCain 54
New Vote: Obama 43 McCain 56
Average: Dem 43 Rep 57
Description: In this scenario, the IRC follows the instructions of the Republican regime to protect Gosar against an Ann Kirkpatrick comeback. It does so by removing the core of Flagstaff, which pushes the district a few points to the right. The district also grabs most of Cochise and enters Pima slightly to crack Tucson, which accomplishes the Brewerites' goal of giving Gabby nowhere to run.
AZ-02
Incumbent: Trent Franks (R-Peoria)
Old Vote: Obama 38 McCain 61
New Vote: Obama 42 McCain 57
Average: Dem 41 Rep 59
Description: Trent Franks drops Mohave County and his Hopi appendage and gains the rest of La Paz plus some of Yuma. He also gets more of Glendale. If you take the McCain homestate bounce into account, the presidential numbers might look promising, but remember that Democrats couldn't gain traction in a similar district against a HUGE buffoon (AZ-03). This district should be Safe R...at least, for now. This district's potential to be a ticking time bomb is reflected in its demographics: only 50.4% white total population (vs. 38% Hispanic) and 57% white VAP (32% Hispanic).
AZ-03
Incumbent: Ben Quayle (R-Phoenix)
Old Vote: Obama 42 McCain 57
New Vote: Obama 43 McCain 56
Average: Dem 41 Rep 59
Description: Brock Landers currently lives in the 4th I think, but this district should contain his home. Nevertheless, this district has been slightly weakened, and one could be forgiven for thinking that Brewer and her cronies are secretly hoping he gets taken out in the primary.
AZ-04
Incumbent: Ed Pastor (D-Phoenix)
Old Vote: Obama 66 McCain 33
New Vote: Obama 67 McCain 32
Average: Dem 69 Rep 31
Description: Little change here. it's 57% Hispanic by VAP. By total population, it's 63%, compared to the old district's 58% in 2000 and 64% in 2010.
AZ-05
Incumbent: David Schweikert (R-Fountain Hills)
Old Vote: Obama 47 McCain 52
New Vote: Obama 40 McCain 59
Average: Dem 37 Rep 63
Description: A lot of Tempe is scooped out into the 4th and this district curves around to Surprise, becoming much redder. No Harry Mitchell comeback here.
AZ-06
Incumbent: OPEN
Old Vote: Obama 38 McCain 61
New Vote: Obama 42 McCain 57
Average: Dem 39 Rep 61
Description: Moves west, pulling out of Pinal County and (mostly) out of Mesa, but retains core in Gilbert and Chandler.
AZ-07
Incumbent: Raul Grijalva (D-Tucson), Gabby Giffords (D-Tucson)
Old Vote: Obama 57 McCain 42
New Vote: Obama 64 McCain 35
Average: Dem 65 Rep 35
Description: I guess this district is a slight victory for Democrats, as Raul Grijalva can't lose here even in a 2010 repeat. However, in every other way it's bad, as it throws Gabby's home and bluest portions into Grijalva's district, making her life harder if she even decides to run again, and making our lives harder no matter what. It's 50.6% Hispanic by VAP and 57% total. For the old district, the total Hispanic % was 50.6% in 2000 and 56% in 2010.
AZ-08
Incumbent: OPEN
Old Vote: Obama 46 McCain 52
New Vote: Obama 43 McCain 56
Average: Dem 41 Rep 59
Description: This district completes Queen Jan's cracking of Tucson by screwing over Gabby. Gabby deserves better than this, but do we expect Republicans to give it to her? Not only does her district get redder, but the red parts of Cochise County that at least knew her get replaced by red parts of Pinal that don't.
AZ-09
Incumbent: Jeff Flake (R-Mesa)
Old Vote: N/A
New Vote: Obama 41 McCain 58
Average: Dem 38 Rep 62
Description: This gerrymandered district is a clear violation of CoI, but the IRC will do what Jan wants, dammit! This Mohave-to-Mesa district is Safe R.
