Almost every time I start doing research on the American Legislative Exchange Council (ALEC) I feel as if I have been dropped into a time vortex. I feel like I am dealing with an organization that is chronologically challenged.
Many of you who have looked at the ALEC model legislation that is banked at ALEC Exposed – probably don’t know that the majority of that legislation is almost exactly the same as it was in the ALEC 1995-1996 ALEC Legislation Sourcebook. ALEC legislation that is at least 20 years old and they are still trying to get it enacted.
I envision a bunch of old geezers sitting around the table talking about the “old days” and then they use that conversation to write articles and “model legislation”. Every time – it becomes more evident to me that these folks will grab onto any piece of outdated crap and use it to forward their agenda. Every time – even though ALEC members aren’t all old geezers – they act as if they have been stunted in growth mentally and can not relate to the society as it exists today. I truly believe that ALEC wants to take us back to the good old days of the robber barons.
And that’s what has happened again. I can’t believe that I have to go where I am about to go (after 40+ years) but I do cause it affects us today.
History
In the late 1940’s – yeh you heard me right, 1940’s – Alfred Kinsey published his very controversial reports on sexuality. Most of you have probably never heard of Kinsey – some of you have. As a child of the 60’s we listened to people talk about Kinsey’s report – some of the children of the 60’s actually discussed ad nauseam Kinsey’s report. His report was very controversial. Kinsey's report was a topic of some pretty heated conversations - on the other hand some people just ignored it - we had better things to do and worry about.
But, in 2011, we seldom mention Kinsey or his report – which is proof evident to those of you who have never heard of Kinsey. BUT ALEC IS STILL OBSESSED WITH KINSEY’s REPORT.
Jump forward to about 2000
In about 2000 ALEC put together a task force that dealt with junk science. That task force included (from the "unofficial copy of the report"):

Colonel Ron Ray and his wife Eunice Ray, founder of the RSVPAmerica Campaign, gave a historic summary of how America’s foundational laws protecting women and children based on the principles of the Old and New Testaments were abolished using fraudulent science and how those foundational protections for women and children were undermined by the “Kinsey Reports.” The American Legislative Exchange Council (ALEC) published the Kinsey Report's impact on Education and Law in its “State Factor” of April 2004.
From their webpage – today – 2011 – the 21st century -
To guide parents, we published the RSVPAmerica Parents’ Training Manual and distributed it nationally. We went to national and state leaders in Government, Education, Medicine, the Church and Law and briefed them on the pervasive Kinseyan “junk science” in their fields and a 1953-54 Congressional Committee’s finding that:

as an attack on Judaic-Christian morality.

RSVPAmerica intends to make it possible, for those whose heart is tender, to restore God’s law and make it honorable again (Isaiah 42) in America, to find the Truth about this matter; to find support; and encouragement in the fight via the body of historic information God has revealed to us. Then the World, because of America’s God given leadership position in the World, will receive Godly leadership exported from America instead of the large import of Kinsey’s corruption sent from American shores.
In response to such heinous injustice and after four years of consistent pressure and effort, in December 2003, the RSVPAmerica Campaign saw the Educational Task Force of the American Legislative Exchange Council (ALEC), a Council comprised of 2,400 state legislators, vote to publish a summary of the RSVPAmerica Campaign’s research, in its official organ, as an ALEC State Factor (from me - interesting choice of words) .. In addition, we also released a full length Monograph of the analysis of many states, which was the foundation of the ALEC State Factor is a very important confirmation in the public arena for leaders of church and state to ensure their legislators read and know that credible national source outside of the RSVPAmerica Campaign concurs with our findings, and recommends that each state recall or repeal state laws based on Kinsey’s “junk science.
Linda Jeffreys has historically had only one main affiliation and that is RSVP America which holds that the Kinsey report has led to moral decay and rampant sexuality. Jeffrey’s has also been affiliated with Concerned Women for America, another religious right organization.
Dr. Judith Reisman is an outspoken academician who has spent her entire life writing about Kinsey’s report, testifying before the Supreme Court and Congress on the Kinsey report – and how it was bad science. It is her life’s work.
Reisman is a very focused person with a specific agenda – her agenda - that is much more “in your face’ than ALEC’s agenda. I have not been able to connect her to ALEC since 2004 when she advised this task force, which will become evident later in this diary.
To discredit the Kinsey report she has made statements such as “one Kinsey pedophile collaborator was a former WW II Nazi officer”.
And she has referred to other academicians who have written on child sexuality as “Part of a clique of academic pedophiles” – even without reading their materials.
In a 2004 article she stated this about her work with ALEC on the Kinsey report “junk science”, “His [Kinsey’s] influence can be seen today in the calls for "discrimination" laws to protect the full range of sexual activities including transvestitism, transgenderism, polygamy and bestiality.” … “Also, it [Kinsey's data] influences the debate in education over whether to teach our children all "alternate" sexual acts as normal, or to teach chastity and abstinence until marriage.”
And in a 2011 article on Planned Parenthood she said that: “Yes, by 1974 Planned Parenthood was telling schoolchildren to participate in prostitution, claiming females, "have freely chosen that business."
She has even gone as far as to refer to educational materials and academic reports on sexuality as a type of pornography when testifying before Congress and the Supreme Court.
And my favorite and the topic of the rest of this diary - In a 2011 article she stated: “In April 2004, the American Legislative Exchange Council, representing thousands of state legislators, called for an investigation of the Kinsey frauds and child sex crimes.”
The 2004 ALEC Report on Kinsey
I refuse to go into the entire content of the report because I refuse to publish their archaic, puritanical and myopic thinking in regards to the Kinsey report – but you can read it here(my favorite) or here(my second favorite) or here (for the official ALEC version).
ALEC distributed this report to all of their over 2400 state legislators and to their congressional Alumni in the form of a report called the State Factor – issued in 2004. This report is part of the myopic, archaic, education your ALEC legislator gets from ALEC.
I also want to remind you from earlier in this diary that this report was the culmination of ‘The ALEC Education Task Force members who served on the Subcommittee on Junk Science”
The conclusions made from the report were basically:
The Kinsey Report was “junk science”. A lot of academicians would agree with that but they wouldn’t take it to the extremes of the ALEC report, which is basically, let’s roll back anything and everything that we even remotely think was influenced by the Kinsey report.
Laws since the Kinsey report that have been based even partially on the “junk science” in the Kinsey report - should be abolished.
The increase in sexual crimes reported today is directly related to aberrant behavior perpetuated by the Kinsey Report of more than 40 years ago.
Any type of sex education that has been developed has used the “junk science” of the Kinsey report and thus should be abolished.
ALEC went as far as to publish the following statement in 2004 relating to junk science in the classroom: “Students are increasingly exposed to classroom and textbook materials designed to influence their point of view on certain topics”. In correlation to that they introduced the following resolution: Resolution on Non-Verified Science Curriculum Funding: This legislation is established that the state legislature will no longer fund curricula and textbooks that present ”science” that promotes and advocates for or against only one side of the issue. (While their focus of this resolution is far more widespread – it deals directly with "sex education" and with the “junk science” of the Kinsey report.)
In an interview and article done by Judith Reisman it is noted:
“In 1999, leading the call for this legislative study was then ALEC President and California Republican Whip, Senator Ray Haynes,” who in the introduction to the report wrote “As Kinsey intended, contemplated in the current debate are calls for “discrimination” laws to protect the full range of sexual activities including transvestitism, transgenderism, polygamy, bestiality and the like and, in education, whether to teach our children all “alternate” sexual acts as normal - or to teach Chastity and Abstinence until marriage.”
“Only if enough legislators call attention to Kinsey’s questionable findings, can we start to reverse the misguided assault on American law and way of life through investigation, inquiries and repeal of laws and public policies based on “junk” science.
Yes, ALEC and the people on the task force believe that everything that is going on today as far as sexuality is concerned is the result of Kinsey’s controversial social science studies done in the late 40’s. Per the 2004 ALEC State Factor, the Kinsey report is the SOLE cause of the effects that are being experienced in 21st century America. And everything in the field of sexuality is corrupted because of that – because Kinsey’s report was “junk science” and everything that ALEC can link to the Kinsey report has to be destroyed.
So what needs to be destroyed?
So the question needs to be asked and answered – “What are ALEC legislators and ALEC congressional alumni targeting in relation to the ALEC State Factor report that the Kinsey report is “junk science”? As the ALEC State Factor report states, "The plans legal revolutionaries made and acted upon overturned or trivialized 52 designated laws protective of women and children, aided and enabled by the indispensable sex “science” of the Kinsey Reports. Over the past fifty years, our sex and reproduction laws have been deconstructed on the basis of a fraudulent set of data.”
As Riesman stated in a 2011 article: “In April 2004, the American Legislative Exchange Council, representing thousands of state legislators, called for an investigation of the Kinsey frauds and child sex crimes.”

The State Factor author Linda Jeffries later stated (my emphasis) : The American Legislative Exchange Council has recommended a recall of laws and public policy based on the Kinsey Reports’ junk science. It is a call that reaches deeply into the altered foundations of our American Republic.
All three of the outsiders on this report believe that ALEC is in bed with them, so to speak, as far as what the final steps should be.
So what would go away - what should not exist because of its purported connection to Kinsey?
ANY Law from 1950 to present that even mentions the Kinsey report as supporting documentation or had anyone who testified about the law that mentioned the Kinsey report has got to go per ALEC.
SIECUS
Since 1964, the Sex Education and Information Council of the United States (SIECUS) has provided sex education materials to public schools. … SIECUS is dependent upon Indiana University’s Kinsey Reports, including the “scientific” tables documenting the Kinsey protocol
AASECT
Just as SIECUS was founded to promote Kinseyan sex education to school children in 1964, the American Association of Sex Educators, Counselors and Therapists (AASECT) was created in 1967 to train and accredit educators, health personnel and other “helping” professionals in the area of human sexuality based on the Kinsey “findings.”
Planned Parenthood (from an interview with Judith Reisman) (my emphasis)
JR: We certainly are calling for, at last, a congressional investigation. ALEC (The American Legislative Exchange Council) has called for states to hold an immediate investigation of Kinsey's influence, to end funding of all groups that are grounded in Kinsey's work, including Planned Parenthood and SIECUS. The most important thing is to educate both the law courts and the court of public opinion, that we've been conned, tricked and manipulated by a corrupt man, a corrupt institute, and a corrupt field of "sexology" with its offshoots - or we'll never survive.
Roe v Wade
- this connection to Kinsey was written about by Jefferys in an article entitled "Scientific Fraud at the Heart of Roe v. Wade: Kinsey’s Abortion Legacy" by Jeffreys and Colonel Ronald D. Ray of RSVP America: - an excerpt of two paragraphs taken from that document state:
Roe v. Wade cites to the 1959 Draft of the ALI Model Penal Code, another Rockefeller funded project. This MPC draft cites to both Calderone’s 1955 conference proceedings and the Kinsey Institute third volume, both published in 1958. Alan Guttmacher, who presented his data on therapeutic abortion at the Planned Parenthood conference, was taken to the ALI meeting by his twin brother, MPC Advisor, Psychiatrist Manfred Guttmacher, whose considerable influence on the MPC is recorded in the published correspondence between him and chief MPC author Herbert Wechsler. Said the ALI-MPC’s psychiatrist, Guttmacher:" Kinsey’s findings were the points by which we steered. The debt that society will owe to Kinsey and his co-workers for their researches on sexual behavior will be immeasurable.”
The third volume of the Kinsey Institute, Pregnancy, Birth, and Abortion, continues its influence today from the abortion mills of Planned Parenthood, to the indoctrination of our children through sex education based on fraud. The American Legislative Exchange Council has recommended a recall of laws and public policy based on the Kinsey Reports’ junk science. It is a call that reaches deeply into the altered foundations of our American Republic.

Earlier in this diary I noted how Reisman has her own “in your face agenda” which may have caused her problems with ALEC – especially when she made statements like this in an interview / article published in 2004.
Judith Reisman, the scientific adviser to the Subcommittee on Junk Science for the project, notes a sentence was omitted from the introduction by California State Sen. Ray Haynes, the Republican whip, which recognized Kinsey’s "junk science" as the "unquestioned foundation for all the legal, legislative and media debate on marriage and civil unions."

- Excerpts from the Conclusion of the ALEC State Factor Report on Kinsey.
They start the conclusion of the ALEC State Factor Report with this quote from The Journal of Law Reform:
Alfred Kinsey was a moral revolutionary in scientist’s clothing. The science was bad, even bogus; the man himself may now be forgotten; but the revolution came to stay, with a vengeance. Kinsey’s message—fornicate early, fornicate often, fornicate in every possible way—became the mantra of a sex-ridden age, our age, now desperate for a reformation of its own.
then they go on to conclude:
Prior to 1950 American Law largely prohibited any sexual acts outside of marriage. Marriage was a public contract, both civil and religious. Society had an interest in the security and solvency of every marriage. Marriage was to provide for the progeny of the union, secure the orderly passage of property to the next generation and prevent any burden to the State wrought by divorce, promiscuity, perversion and “unnatural” acts.79 Marriage served the “public interest.” However, the “experts” of the ALI MPC dismantled the institution, based on the Kinsey Reports.
By recommending the legalization of fornication, cohabitation, adultery, sodomy, etc., the MPC transformed what were known as “Public Morals” or “vice” laws into private sexual behaviors between “consenting” individuals. The new freedom, “Privacy,” would allow one to be left alone to pursue one’s one sexual “tastes,” according to Judge Learned Hand.
The case is strong for real fact-based reform to remove the fraudulent findings of the Kinsey Reports from publicly funded programs, policies, and laws beginning with sex education and criminal law. (my emphasis)
And they are proud of the work they did on this 2004 ALEC State Factor report on Kinsey:
