I want this to be a somewhat frequent feature. So let's begin with the term "Entitlement" or "Entitlement program"
Entitlement - the right to guaranteed benefits under a government program.
By the basic definition it applies to the vast majority of government programs, police, the military, schools etc. are all technically guaranteed to everyone. However the bipartisan effort to "reform entitlements" has only applied to aid to the poor.
Of course it's not obvious to figure out, entitlements like Social Security, Medicare, AFDC (before it became TANF) empower the poor and with enough empowerment threaten the elite order.
As the Trilateral Commission concluded in it's report on the "excess of democracy" in the 60s, The Crisis of Democracy :
The vitality of democracy in the United States in the 1960s produced a substantial increase in governmental activity and a substantial decrease in governmental authority.
That's why there's an ideological on assault on "Entitlements".
Edit: Quick note, all government functions and benefits via welfare, social security etc. are "earned" in the sense they all come from taxes from your paycheck, I think even this separation between "earned" and "non-earned" has a propaganda role.
