There is a series of lakes and ponds experiencing long term invasive species invasion. Particularly of plants. Plants that get transfered from pond to pond on the hulls of boats that are not cleaned properly.
Many tools are being used to correct this invasion.
"Invasive plants are such a widespread and serious problem across the state, and we need everything in our toolbox to deal with them," said Stephen Burrington, the state’s conservation and recreation commissioner. "This is promising green technology."
Increasingly, the state and local communities have been fighting the spread of invasive plants. Environmental officials said the problem is worsened by boats that transfer one pond’s problem plant to the next. The state has a boat-spotter program to check for signs of unwanted plants on boats before they enter the water, Burrington said, but the situation at Cochituate is so bad that the boats need to be checked more after they leave the lake.
Pollution is also a problem and many outboard motors exhaust directly into the water if they are internal combustion. That doesn't take into account oil and fuel leaks that may also contribute to the pollution on standing waters.
So there are laws and rules put into place to prevent further damage while eradication efforts are underway.
Good management right?
Not for Mr 1%.
In fact though Lake Cochituate has been under near constant attack from pollution and invasive weeds for decades, which possibly led to restrictions on boats that could be launched onto Lake Cochituate. Of course, Romney is not going to tell us what he really did wrong, just strike the same posture that Bush did over his arrests, though in an even more arrogant tone. How dare we question his right to put his boat where ever he wants.
Were there restrictions until a boat could be checked and certified to be free from pollution or aquatic weeds, or was it just a matter of swimmer safety. Mitt Romney isn't going to tell us and we should just shut up about it.

After being told to NOT launch his boat Mitt Romney did so anyway and was arrested. But since he is Mr. 1%, after a few phone calls to his lapdogs, charges were dropped.
Romney’s arrest came in June 1981 when he proceeded to launch his motorboat at Wayland’s Lake Cochituate only moments after a park police officer had told him not to launch the craft or face a $50 fine.
The charges against Romney were dropped several days later and officially dismissed in February 1982 at Natick District Court. At Romney’s request, the judge also agreed to seal the records, making them unavailable for public inspection.
Romney said yesterday that the park ranger had overstepped his authority in arresting him and said the reason the case was dropped was that he had threatened to charge the officer and his agency, then called the Department of Environmental Affairs, with false arrest.
