If really wanted to see a legacy of George W Bush's Iraq policy, look no further then the OPEC meeting in Vienna last Thursday.
Yes the meeting was about oil production, but the interestingly, the politics of the meeting really grab the headlines.
The UK Financial Times, published an article, stating Iran and Iraq has formed an alliance within this cartel.

To this day, the Iranians are grateful to the America Right, for removing Saddam, so they could influence Iraq and it's political elite.
One thing the article doesn't mention, is how Russian could join Iraq, Iran, Algeria and Venezuela to form a cartel to that could bump the price of oil.
Russia has an economy that is heavily dependent on oil, they brag about how well they are doing, but a lot if the wealth is tied up in Petro-dollars.
