Employers are using Dice, a prominent US portal for high-tech jobs, to post ads with the unmistakable message, "No Americans Need Apply". Most of the jobs were entry-level jobs--with free training. Here's just one ad for a job in Plano, TX--but they only want foreign students to apply (OPT Only)!
This ain't right.
SEND A MESSAGE TO SCOT MELLAND, CEO OF DICE:
"Until these companies go to 'EEO-Rehab', Dice must step in and remove all job ads that even have a hint of discrimination. As you told PC World and Computerworld, you have a policy against this; now implement it."
PC World found hundreds of ads yesterday, despite Tom Silver, Dice's senior vice president for North America, statement that Dice has, "zero tolerance for discrimination of any kind."
A search on Dice.com Thursday found more than 300 job listings for OPT jobs. OPT stands for Optional Practical Training, a visa program for recent foreign graduates of U.S. colleges. There were more than 160 job listings for H-1B visa holders, and more than 200 listings for CPT (Curricular Practical Training) visa holders. CPT is a job program for foreign students enrolled at U.S. colleges.
Tom Silver, Dice's senior vice president for North America, said in
Computerworld today that Dice "has very strict guidelines."
But I found 48 job ads on Dice today that had visa terms--right in the title of the ad! One from a company that has a class action gender discrimination law suit pending.
How did this all start? Released yesterday, our report of 100 Help Wanted ads collected on Dice shows these ads excluding Americans were peppered with an alphabet soup of visa terms that Americans don't understand.
While the US continues to have an overabundance of experienced, highly-skilled American IT professionals and new science and technology grads whom we've paid dearly to educate, a disturbing fact is revealed in the report foreign nationals may also have high rates of unemployment. A number of ads in the study mention temporary periods of unemployment, or offer non-existent jobs to the targeted foreign citizens. Employers even advertised "guest houses" in 27% of the ads, presumably for those foreign nationals awaiting jobs.
The assurance of legal segregated recruiting and hiring is a necessary ore-condition to the ability to warehouse unemployed foreign citizens awaiting temp jobs in IT.
