I know, during the second Dubyahoo administration, I read about someone coming up with a market to trade in "disasters." If I can recall correctly, the idea was considered extremely cynical in light of 9/11.
I don't have a television, so my experience of commercials is what one has to endure on-line. I suspiciously noted BP commercials about their (of course) magnificent restoration efforts in the Gulf. More recently, I saw Goldman Sachs commercials highlighting their post-Katrina efforts.
There are many of us who remember Katrina as this horrible story about how this nation allowed a predominantly African-American city to literally drown.
The very idea of Goldman Sachs weighing in on New Orleans takes my breath away.
But it all makes sense if you are going to fall on your sword for your "free market" principles.
