Common Cause and Verified Voting just held a webinar on this topic on August 9, 2012. With 12 weeks left until the election they are working with national, state, and local elections officials, leaders, and citizens to make sure that emergency paper ballots are available at every polling place, that good post-election audit procedures are in place, and that there are safeguards to catch machine failures which can cause votes to be mistakenly added or subtracted during the voting process.
There is a poll monitor and poll worker training program at http://www.CommonCause.org/...
We still haven't cleaned up the election messes from 2000 and 2004. Now, in addition, many states have legislated new voting restrictions and requirements in a concerted campaign to discourage voting. In some times and places, the only vote that counts had been made by the person counting and it seems some Repugs want to be the only people who count.
My grandmother sat on ballots to keep "Tammany Hall goons" from falsifying one election. I've been a poll watcher and worker myself. If you want a democracy, you gotta work for it and voting is only one act of citizenship.
